DoD HR Specialist
Arlington, VA / Hybrid

MUST:
Active DoD Secret clearance or Top Secret SCI eligibility
Experienced DoD HR Specialist
7+ years of Human Resource related experience in the Federal or DoD sector
2+ years of experience working in HR for the Dept of Defense
Operational and expert knowledge and experience in Recruitment and Staffing to support the management and oversight of the CES personnel system
Must have demonstrated experience with DCPDS and USA Staffing
Strong knowledge of Title 5 and Title 10 for DoD personnel policy
Expert knowledge and experience in recruiting and staffing
In depth knowledge of at least ONE of the following functional areas HR : Policy, Labor Relations, Employee Management Relations, Compensation, Position Classification, Strategic Communications and Training, or Special Programs
Strong knowledge and hands on experience with on boarding of new hires both for government client and government contractors
Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
Excellent communication skills both written and verbal
Bachelors Degree in a related field

DUTIES:
Will help guide policy and demonstrated expert knowledge and experience in Recruitment and Staffing to support the management and oversight of the Client's personnel system
Research and interpret Title 5 and Title 10 statutory and regulatory authorities on personnel matters; develop and revise CLIENTS PERSONNEL SYSTEM policies and procedures; and respond to inquiries that impact the CLIENTS PERSONNEL SYSTEM workforce
Develop associated CLIENTS PERSONNEL SYSTEM supplemental guidance documents, issue papers, and products that facilitate successful CLIENTS PERSONNEL SYSTEM implementation
Research and interpret Title 5 and Title 10 statutory and regulatory authorities on recruitment and placement concepts, practices, regulations, precedents, and procedures.
Support the development and revision of associated CLIENTS PERSONNEL SYSTEM supplemental guidance, training modules, fact sheets, program guides, etc
Research and interpret Title 5 and Title 10 statutory and regulatory authorities on recruitment and placement concepts, practices, regulations, precedents, and procedures
Support the development and revision of associated CLIENTS PERSONNEL SYSTEM supplemental guidance, training modules, fact sheets, program guides, etc.
Develop executive briefs, point papers, reports, information papers, action memos, training modules, fact sheets, etc.
Supports the Government with the delivery of CLIENTS PERSONNEL SYSTEM briefings and training sessions to various audiences, including senior executives, HR practitioners, unions, supervisors, managers, and the general workforce
Assists the Government with the preparation of routine CLIENTS PERSONNEL SYSTEM correspondence for leaders, stakeholders, Congress (SASC, SSCI, and HASC), Legislative Affairs, and customer requirements
Leverage relevant Industry, Federal, DoD, and Intelligence Community (IC) best practices to design innovative human capital programs (i.e. Rank-In-Person) for the CLIENTS PERSONNEL SYSTEM
Assists the Government with the development of respective DoD policies, procedures, and supplemental program guides to facilitate consistent implementation across the DoD Components
