  • Under broad direction of the Director of Information Security, the Data Governance Program Manager will execute the overall data management strategy and will work closely with data owners, stewards, and the data governance executive sponsor in order to enforce the agreed-upon governance rules and best practices. 
The Data Governance Program Manager will act as an intermediary between the business community and the technical community working with business owners, data stewards, and IT project teams to influence and drive our enterprise data governance program including data quality and data catalog implementation. The Data Governance Program Manager will establish and ensure adherence to an enterprise data governance program framework for data policies, standards, and best practices. This role is data-centric and requires analysis and demonstrated knowledge in data governance and data quality to aid in building an enterprise data-driven culture.
The ideal candidate has strong analytical skills, with the ability to identify, quantify, and effectively raise business risks associated with data quality or non-compliance. The ideal candidate must have strong attention to detail, a synthesizer, and commitment to deadlines are musts. The Data Governance Program Manager is an effective leader and communicator and a seasoned problem-solver, and one whom can partner with stakeholders to design and implement data management best practices and procedures.
 
Essential Job Duties and Responsibilities:
Data Governance
- Assist in the implementation of the data management strategy, including user policies and training materials.
- Ensure that the enterprise data is aligned with relevant policies and procedures set forth by the Data Governance Team.
- Participate in ongoing governance program activities including culture and training, process management, compliance, performance, and technology enablement.
- Facilitate data governance committee meetings.
- Develop and maintain Data Governance roles, accountability, and ownership and decision rights.
- Closely interact with business data stewards and/or subject matter experts (SMEs) and provide data governance subject matter expert input to various project teams as it relates to data management and governance.
- Provide business level support to the data steward community.
 
Data Management
-  Accountable for gathering information requirements and working with the business to define standards and rules to ensure data is compliant with defined information, policies, and quality requirements within the functional areas.
- Identify and execute robust and continuous improvement opportunities within the data management processes in the applicable systems.
- Create and manage business metadata for published data sources to ensure that it is easily discoverable, and meaningful to information workers.
 
Data Quality
- Maintain data governance processes and controls by working with project and business leaders to analyze the impact of future changes on critical data sources and mitigate any potential risks to data quality.
- Maintain data accuracy and timeliness which is critical highly visible aspect of the position as it impacts financial performance of the business, and member perception through on-time delivery and product quality.
- Monitor the workflow process for new data requests, changes, and deletions and entering (create/change/delete) data in appropriate systems.
- Creating and maintaining consistent reference data and master data definitions.
- Work with business data stewards to analyze data for quality and reconciling data issues.
- Assist in the creation of data quality metrics and governance reporting to monitor and continuously improve data assets.
- Works with business owners to define and establish data quality rules, definitions, and strategy consistent with division and organizational strategies and goals.
 
Data Retention
- Responsible for the communication, instruction and coordination with business units related to information that must be located, preserved, and produced to satisfy litigation requirements.
- Regularly updates designated business owners on the status of the “holds” on information, including when information can be released for normal lifecycle management, apprise management and IT teams when there are any changes to discovery requirements and institute a repeatable process with associated guidelines to manage the spectrum of simple thorough complex litigation.

Minimum formal education required for this position:
Knowledge consistent with a Bachelor’s Degree in Computer Science, Risk Management, Business Administration, or related field of study.
(Preferred) Master’s Degree in Computer Science, Risk Management, Business Administration, or related field of study.
Each year of relevant work experience may be exchanged for a year in a relevant degree program or vice versa.  For example, a requirement of “Knowledge Consistent with a Bachelor’s Degree in Accounting and 2+ years’ of accounting experience” could be substituted for a High School Diploma and 6 years of relevant accounting work experience or a Master’s Degree in Accounting and 0 years of work experience. 
 
Minimum work experience:
- 7+ years’ experience in any of the following disciplines: Data usage, Process Analysis, Process Improvement, Technology Development/Support, or related field.
- (Preferred) 5+ years’ experience in Training/Workforce education, or related field in a major services organization/in a financial institution with large-scale data and/or oversight experience.

- Ability to persevere in difficult situations, overcome obstacles, and reach high levels of performance when faced with stressful work situations and time pressures.
- Knowledge of general research techniques and the use of software systems available for conducting research.
- Ability to communicate effectively, both orally and in writing with high attention to detail placing value on concise and actionable reporting and analytics.
- Strong influencing skills at a senior level and across the firm, with the ability to credibly engage.
- Ability to establish good rapport with various areas of the organization and outside parties.
- Ability and willingness to recognize assignments or tasks that need to be completed, to seek out additional assignments or tasks and to help others.
- Able to explain complex concepts and terms in relatable ways to build understanding and acceptance of regulatory changes that may be required.
- Commitment to being a part of a high-performing team and driving change.
- Demonstrates a strong orientation towards customer service.
- Strong computer skills in the use of software systems such as Word, Excel, Power Point and Outlook.
- Ability and willingness to learn new software applications.
- Knowledge of project management principles and their practical applications.
- (Preferred) Experience with Visio and/or SmartDraw, Archer and any data management tools (Informatica, Collibra, Titus, Microsoft AIP, etc.).
 
Certifications required:
- (Preferred) Project Management Program, Agile experience, or Six Sigma Training.
Environmental, physical and psychological requirements: 
- Must be able to sit or stand for prolonged periods of time in a climate-controlled environment. Must be able to use fingers, hands, wrists for repetitive tasks such as typing, using a mouse, handling paper, currency, or coin, and operating a telephone. Demands for visual and auditory acuity are typical of an office environment.  Must be able to interact via email, telephone, or in person with diplomacy, tact, and courtesy with all members under varying circumstances.  Must be able to lift up to 40 lbs.
