The State of Colorado is seeking an innovative and passionate System Architect/Project Administrator for the Colorado Department of Human Services (CDHS) to support the Trails program within the Office of Children, Youth and Families (OCYF).
The System Architect ensures that the Trails program enables OCYF to achieve its vision and goals by ensuring the program landscape is aligned with the desired operational outcomes in the following key areas.
This role will partner with the Trails program leadership team and work closely with business stakeholders, enterprise/platform architects, technical leads, developers, scrum masters and product/project managers to ensure that all stakeholders have the necessary direction and feedback to deliver a high-quality product.
RESPONSIBILITIES:
- Partner with the senior leadership, enterprise/platform architects, tech leads, developers, scrum masters, product/program/project managers to ensure that all stakeholders have the necessary direction and feedback to deliver product a high-quality product
- Perform current and future system discovery assessments, gap analysis reports to conclude, but not limited to technology and versions, integration patterns and interfaces, web applications, end to end data/process flows, security and compliance, reliability, and operations and maintenance
- Provide leadership and subject matter expertise in design and execution to meet both functional and non-functional requirements in alignment with overarching strategy and technical roadmap.
- Provide oversight for all architecture changes for compliance with standards and alignment with best practices.
- Conduct feasibility studies and decision making exercises to evolve the usage of architecture models and patterns, reference architectures, guidelines, etc. that serve as the critical input to build consistent and standardized solutions
- Create technical roadmaps, drive DevSecOps practices, mitigate technical debt, define true defects, lead technical direction and decision-making
- Maintain a solid security posture of the product(s) which includes aligning new and modified software development and hardware infrastructure (e.g., new and existing servers, etc.), with CISO standards and guidelines.
- Evaluate work quality of deliverables provided by vendors, including code review, test coverage, and acceptance criteria. Establish processes so that these evaluation practices can scale to others.
- Propose and coordinate architectural changes in collaboration with the agency Portfolio Architect and ARB.
- Assist in the creation of technical/product roadmaps, drive DevOps practices, mitigate technical debt, define/track defects and contribute to decision-making process
- Provide guidance related to the implementation of agile development processes, operations and maintenance work, and monitoring and triage of product issues.
- Work to iterate established processes so that these practices can scale to other areas.
- Propose and coordinate knowledge transfer sessions in collaboration with the technical architect and Architecture Review Board (ARB)
QUALIFICATIONS:
- 8+ years of leading software development teams, solutioning across multiple platforms and paradigms with agile process management, financial management, resource management, and demand management capabilities
- 5+ years of experience with running large/complex projects with multiple dependencies
- Experience in the public sector and Human Services is a plus
TECHNICAL:
- Professional and hands on experience in leading and building interactions with legacy platforms such as the mainframe, leading distributed and cloud technology teams and multiple disciplines/stacks with high availability and reliability
- Strong technology affinity and experience, as well as attention to detail and the ability to design, execute against strategic goals
- Broad and deep knowledge of Software Development Life Cycles (SDLC), Continuous Integration/Delivery (CI/CD), Process Engineering (Technical), Portfolio/Program/Project Management processes and improvements, IT/software technology and trends, domain knowledge and experience in infrastructure support, application development, and cloud based application development, web services, middleware, operating systems, databases, networking, and security
- Leading and participating in complex, large scale, organizational acquisitions and integration efforts is a plus
- Experience with legacy technology stack is a plus (e.g. PowerBuilder)
