Blue Sky is seeking an
Organizational Design Specialist to assist our federal Client customer with a complex reorganization of their critical personnel to streamline workflow, increase communication and operational transparency, and exponential increase effectiveness.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES- Perform organizational analyses to include understanding of strategy and mission; mapping of functional capabilities; identification of capability gaps; and defining and describing mission critical functions
- Develop an organizational design that groups critical mission functions in a hierarchical structure, specifying roles and responsibilities and including staffing estimates and employee levels in a manner that enables mission attainment and promotes efficient operations
- Develop a new organization Operating Model that supports the attainment of the organization's strategic objectives; facilitates the conduct of the organization's mission; and fosters collaboration across organizational entities
- Develop a Concept of Operations (CONOPs) for the organization, to include Standard Operating Procedures (SOPs) that specify roles and responsibilities, operational measures, and timeline to complete outputs for key processes; the CONOP must foster collaboration, communication, and seamless workflows across organizational entities
- Make policy recommendations to address identified gaps (e.g., alignment to best practices)
- Develop an implementation plan identifying change management initiatives to ensure a smooth transition during organizational restructuring. Implementation activities include communication plans; feedback mechanisms, talent assessment, training plans, and recruitment needs
- Create a Knowledge Management and Engagement strategy, including communications messages, engagement activities, and transition efforts
- Identify opportunities for technology integration and automation to optimize processes and enhance productivity, keeping the operating model and CONOPs at the forefront of technological advancements.
MINIMUM QUALIFICATIONS- 10+ years of experience with organizational design, analyses and transformation, with 5+years of this support for federal agencies
- Proven experience conducting organizational analyses, including developing organizational designs, Operating Models, CONOPs, and SOPs, and performance assessments/metrics
- Experience successfully implementing transformational initiatives to include planning, communications, and other transition activities
- Strong analytical and problem-solving abilities, with the capacity to gather and interpret complex data to drive informed decision-making.
- Ability to identify, break down, and solve problems through rigorous thinking and analysis and create defensible, logical, and traceable outcomes and recommendations
- Ability to identify, synthesize, and organize clear takeaways and recommendations from complex information in an impactful way
- Ability to create high-quality presentations and reports with sound horizonal and vertical logic for multiple levels of audiences, including executives, managers, and analysts
- Ability to write and communicate and present effectively and in a logical, structured manner with all audiences, including senior executives
- Excellent communication and interpersonal skills to collaborate with stakeholders at all levels, conveying ideas clearly and building consensus.
- Ability to think strategically and conceptualize innovative approaches to organizational design and implementation based on operating models, CONOPs, knowledge management, organizational performance, and governance.
OTHER QUALIFICATIONS- Experience designing organizations performing cyber operations a plus
- Experience with cybersecurity operations at a national security level
- Experience advising a workstream or team using Prosci, LaMarsh, Kotter, change management methodologies, Star model, Nadler-Tushman Congruence Model, or other organizational design methodologies
EDUCATIONMaster's degree in Organizational Development, Human Resources, Business Administration, or a related field. A Bachelor's degree and an additional 4 years of experience can be substituted for a Master's degree.
