Job Summary:
The Senior Proposal Manager will lead the development and submission of high-quality, competitive proposals for government contracts, with a focus on supporting the intelligence community and special operations. This role requires a well-rounded, strategic thinker with excellent project management skills, an in-depth understanding of the government contracting process, the ability to work collaboratively with cross-functional teams, and must have a keen eye for detail.
Key Responsibilities:
- Proposal Development: Lead and manage the entire proposal lifecycle, including planning, writing, editing, and submission of proposals in response to RFPs, RFIs, and other solicitation types.
- Team Leadership: Direct and mentor proposal teams and subject matter experts, ensuring all members understand their roles and responsibilities and are aligned with the proposal strategy.
- Strategic Design: Develop winning strategies and themes for proposals, aligning with customer requirements and Core One's strengths and capabilities.
- Ensure proposals are compliant with all RFP requirements, company policies, and government regulations.
- Create, review, and refine proposal content, ensuring clarity, consistency, and persuasiveness.
- Develop and maintain proposal schedules, assignments, and deliverables, ensuring all milestones and deadlines are met.
- Work closely with business development, technical teams, and subject matter experts to gather information, develop compelling proposal content, and incorporate key messaging.
- Conduct thorough reviews of proposals, providing constructive feedback and making necessary revisions to enhance quality and competitiveness.
- Maintain proposal libraries, and implement best practices in proposal management, continuously improving processes and relevant platforms and tools to increase efficiency and effectiveness.
Qualifications:
- Education: Bachelor’s degree in Business Administration, Marketing, Communications, or a related field. Master’s degree preferred.
- Experience: Minimum of 8-10 years of experience in proposal management, with a strong background in government contracting, particularly within the intelligence community and/or special operations.
- Required Skills:
- Excellent project management and organizational skills.
- Expert writing, editing, and communication skills.
- Strong understanding of the Federal Acquisition Regulation (FAR) and government procurement processes.
- Experience with proposal compliance audits and delivering project solutions to federal clients.
- Ability to work under pressure and meet tight deadlines.
- Proficiency in proposal management software (e.g., MS Office, Adobe Acrobat, SharePoint).
- Experience coordinating multiple proposal efforts simultaneously.
- Ability to lead and motivate cross-functional teams.
- Exceptional attention to detail and commitment to quality.
- Clearance: Active Secret security clearance
