Qualis Corporation serves to expedite critical capabilities to the Services to meet Combatant Commander needs. Qualis enables the Army to experiment, evolve, and rapidly deliver technologies to address urgent needs and emerging threats, while supporting acquisition reform efforts.
Qualis is searching for an experienced Senior Cost Analyst to provide cost-estimating expertise to support Army programs to rapidly and efficiently research, develop, prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term, and mid-term threats. The Cost Analyst is responsible for:
· Developing cost estimates for prototype project(s) to support rapid fielding
· Developing life cycle cost estimates to determine the total cost of a program
· Preparing estimates for changes in technical and/or funding baselines
· Develop and review cost analyses in Automated Cost Estimating Integration Tool (ACEIT)
· Prepare estimates for changes in technical and/or funding baselines
· Analyze mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing cost models
· Provide support for defending cost estimating methodologies
· Develop life cycle cost estimates to determine the total cost of the program
· Support contract cost estimating financial activities and processing reconciliations
· Provide detailed financial reports and documentation
· Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives
· Develop Independent Government Cost Estimates (IGCE) to support program management needs
· Evaluate impacts on program based on direction and funding adjustments
· Brief and defend cost estimates to program and other Army leaderaship
Requirements
· Active SECRET level security clearance
· Proficient with ACEIT
· Familiarity with Army Acquisition Process
· Knowledge and skill in the application of policies, precedents, methods, and techniques of costing
· Multitasking in a face paced environment
Required Experience:
· Bachelor’s degree in related field
· 10 years of relevant experience providing cost analysis
· Experience with evaluating projects using different methods and options to determine the most cost-effective solution that meets the required specifications
· Experience preparing IGCEs
· Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals
· Knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles
Desired Qualifications:
· Cost analysis/estimation and support to defense acqusition program(s)
· Excellent data-gathering, analytical, and problem-solving skills
· Strong verbal and written communication skills
Onsite/Remote: 90% Onsite
Required Travel: 10%
Security Clearance:
· A active SECRET level of clearance is required at a minimum for this position.
