TM REPRESENTATIVE
POSITION OVERVIEW:
Applies fundamental Talent Management (TM) principles, policies, and practices in administering the collective bargaining agreement for the New Jersey Motor Vehicle Inspection Stations. Incumbent must have a working knowledge of labor relations regulations and processes.
SPECIFIC RESPONSIBILITIES:
Performs employment responsibilities of recruitment such as completing applicant flow chart, job postings, maintaining applications, eligibility, makes job offers to candidates, substance testing, Parsons and NJ State required background checks, etc.
Posts open jobs and updates union transfer lists (6). Prepares posting response logs for each position.
Prepares confirmation of employment letters.
Conducts new employee orientation sessions, answering questions and ensuring that all necessary paperwork is completed in a timely manner.
Prepares identification badges for new hires, replacement, etc.
Conducts general and complex investigations and determines level of disciplinary action, or not. Prepares disciplinary letters. Expunges disciplinary actions from employee file as required in Collective Bargaining Agreement.
Determines FMLA, NJFLA eligibility, or not, for union employees and completes NJ State disability forms and notifies employees.
Responds to questions pertaining to specific provisions of the collective bargaining agreement.
Calculates and prorates union employee accrued benefits due to leave of absences, termination, change in status from full to part time and vice versa.
Prepares employee profile change forms for promotions, changes in status, changes in location, wage increases, etc.
Maintains NJ HRIS for accurate Client and classification reporting and for preparation and distribution of the weekly union reports.
Prepares service awards for union employees.
Conducts Human Resources training at designated facilities.
Completes special projects as required in support of Program or Corporate activities.
May provide guidance to lower-level Talent Management personnel.
Performs other responsibilities associated with this position as may be appropriate.
PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Business Administration (or equivalent) and 3-5 years of related Human Resources or Labor Relations experience.
SKILLS/COMPETENCIES:
• Ability to apply a variety of Talent Management principles, policies, and practices to assigned area of responsibility and possess a working knowledge of related Federal and state regulations as well as labor relations regulations and processes.
• Working knowledge of practices related to administering a collective bargaining agreement.
• Effective interpersonal skills and the demonstrated ability to handle a wide variety of sensitive situations.
• Demonstrated ability to effectively communicate (both verbally and in writing) with all levels of employees and managers on TM issues pertaining to assigned area of responsibility.
• Ability to clearly articulate the application of relevant laws and regulations, as well as provisions from the collective bargaining agreement, and provide appropriate guidance to managers.
• Demonstrated ability to handle confidential assignments and work in a fast-paced, highly-visible environment.
• Proficiency in utilizing software (both standard programs and those specially designed for the HR field) required for related work assignments.
