Qualifications
Proposed CM should have the following Qualifications such as: · Experience with renovation, restoration, or rehabilitation of historic structures. · That work may include repairs to structural components, granite and masonry, concrete, stone cladding, terracotta tile roof systems, exterior window finishes, skylights, waterproofing, pavers, snowmelt systems with associated electrical work, and ACM abatement which are similar to thework outlined in the project description. · Past experience may include projects with high visibility, high public visitation, and historic significance in close proximity to park operations. · Experience with exterior finishes on historic building construction involving cultural/historic sites, and familiarity with the Secretary of the Interior's Standards for Rehabilitation. Offerors familiar with NPS policies and procedures will be rated more favorably. · Minimum five (5) years Construction Management Experience. · Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs · Experience in Archaeological Monitoring and Recordation.
Scope of Service Requirements:-
CM firm shall provide technical assistance and support to CO during construction · The CM firm shall provide: ü one (1) full-time on-site CMR for STLI 256938 ü one (1) full-time on-site CMR for STLI 312431 ü one (1) full-time on-site PM CMR for the entire length of the project shared between STLI 256938, STLI 312431, and STLI 324873. The expected responsibilities of this CMR includes, but is not limited to: completing meeting minutes, managing the Project Management software, and completing construction cost estimates for all three projects, as well as assisting the other two CMRs as necessary. This CMR is also required to fill-in as the on-site CMR as necessary due to absence of the other CMRs on STLI 256938 or 312431. This CMR will also serve as the on-site CMR for STLI 324873 as necessary. · All services shall be provided by CM firm's on-site Construction Management Representative (CMR) unless prior approval is provided by CO in writing. CO shall utilize attached Standard Communication form to document approval. · CMR shall be knowledgeable in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technicalwriting. CMR shall also be computer literate and able to open and manipulate Oracle Primavera Project and Microsoft (MS) Project, Word and Excel. · Other Direct Costs (ODCs): ODCs include all costs other than direct labor costs shown in contractor's GSA contract. Contractor shall furnish equipment, supplies, materials, incidental services and other resources necessary to complete services listed below to include project management program. These items may include, but are not limited to, digital camera, phones, computer and software, printers, copier, scanner, office supplies, electrical service, phone & internet service, incidental mailing and printing services, etc. The cost for these items shall be included in the hourly billing rates shown below. · Communications: a) Obtain CO's written approval prior to releasing information to a party other than NPS. b) Promptly notify CO of problems or issues observed. c) Coordinate with NPS, Construction Contractor, and others as needed. d) Draft project related correspondence for NPS review and issuance. e) Document controversial issues encountered/problems experienced by or with Construction Contractor. f) Participate in conference calls with CO and other parties as necessary. g) Provide NPS with information needed to resolve disputes with Construction Contractor. h) Reports: Provide to CO a report of findings and recommendations upon completion of all reviews listed below. i) Upload to proposed project management software program all documents noted below within one week of generating. Government Cost Estimates and documents containing Personal Identifying Information (PII) (e.g. certified payrolls) shall not be shared using the proposed management software program. j) Deliverables: Reports, reviews, evaluations, design work, etc. shall be delivered to CO within one week unless otherwise noted by CO. · Submittal Reviews: Review, comment, and process Construction Contractor's Division 01 Specifications and technical and informational submittals. Monitor Construction Contractor compliance with submittals. · Request for Information (RFI) Review: a. Clarifying RFI's: RFI responses that require clarification,corrections of errors, or deficiencies to the construction documents shall be provided by the A/E at no additional cost to the government. b. Estimated Number of RFI's: The A/E shall provide and justify an estimate of the number of potential RFI's for the project within the A/E fee proposal. · Construction Modifications: ü Draft scoping documents for possible construction contract modifications. Scoping documents shall cite relevant Division 01 Specifications sections and shall include appropriate sketches illustrating work to be performed. Conduct fact finding as necessary. ü Prepare Government Cost Estimates with breakdown of labor, materials and equipment costs for proposed construction contract modifications. · General Inspection a) Inspect work of Construction Contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes, and safety standards. Complete Daily Report for each day of on-site construction activities. At end of each week, upload reports to the proposed management software program. b) Review and verify Construction Contractor's project record drawings are updated to reflect changes and work completed before each monthly progress payment. · Architect/Engineer (A/E) Inspections: Coordinate critical point, special, beneficial, and final inspections by Design Staff or other Inspectors so construction work can be reviewed in a timely and efficient manner. · Archeological Monitoring and Recordation This section describes archeological monitoring and recordation requirements that will fulfill the NHPA Section 106 requirements for the project. Required work shall include on-site monitoring of ground disturbing construction activities in those portions of the project area with sensitivity for presence of archeological resources, baseline documentation of archeological features or deposits discovered during monitoring, artifact cataloging and curation activities, and preparation of a summary report. The specific areas where monitoring is required are described in the project construction documents. During the course of the project, the Monitor shall be required to collect artifacts that are related to significant or potentially significant deposits, and this material shall be cataloged, prepared for curation, and returned to the Park at the conclusion of the project. Once ground disturbing activities.associated with the project are complete, and no further monitoring work will be required, a summary report describing significant or potentially significant discoveries shall be prepared.
