Contract Duration: 1 year
GRADE: 14

GENERAL STATEMENT OF RESPONSIBILITIES

Under the F.L.S.A, this is an exempt position. The incumbent, under the direction of the Clinical Services Administrator, will be responsible for clinical duties including but not limited to completion and review of screenings and diagnostic assessments; determination of medical necessity and eligibility for services; provision of clinical supervision; and maintaining documentation in accordance with state/federal regulations and agency policy.

HIPAA ACCESS LEVEL (1): Complete access to all consumer related PHI (Protected Health Information). Utilization of information will be in accordance with HIPAA Regulations regarding use limitation, disclosure and requests for consumer PHI.

MAJOR DUTIES AND RESPONSIBILITIES

May typically include:
  1. All duties and responsibility levels of a Grade 14
  2. Administrative duties and responsibilities as assigned by the supervisor to augment program managerial oversight
  3. Authorization to train other program staff and, as directed, staff of other programs.
  4. Limited and expressed authority to direct other program staff functions, duties and responsibilities under the direction of the program supervisor or Director.
  5. Authority to represent, on the supervisor's behalf, the program or program supervisor at meetings related to program operation or customer need.
  6. Participation in chart reviews and documentation compliance oversight as authorized by the program supervisor.

ESSENTIAL JOB FUNCTIONS

  1. Complete screenings and comprehensive diagnostic assessments of individuals to determine medical necessity and eligibility for mental health and/or substance abuse services.
  1. Guide individuals referred to WTCSB through a staged intake process in which eligibility, treatment readiness and motivation to change is determined; and intake and referral for direct service provision in completed.
  2. Complete eligibility assessments and service authorization requests for third party payors.
  3. Review and sign clinical and eligibility assessments completed by program staff.
  4. Conduct and/or interpret standardized assessments to determine behavioral support needs including but not limited to the CANS, MCAS and DAST.
  5. Develop and implement individual service plans at initiation of services.
  6. Develop individual crisis plans that include the individual's preferences regarding treatment in an emergency.
  7. Conduct treatment readiness, orientation and motivational enhancement groups to individuals with mental health and/or substance abuse diagnoses.
  8. Monitor individuals on the agency intake waiting list for changes in eligibility and identified service needs.
  9. Provide crisis stabilization services and/or refer persons in crisis to Emergency Services who are on the waiting list and/or prior to intake.
  10. Review and authorize individual service plans and quarterly summaries developed by program staff.
  11. Complete documentation in accordance with state and federal regulations and WTCSB policy and procedures.
  12. Make referrals to and work closely with other WTCSB departments/services including but not limited to: the medical department, Out Patient Services, Adult Rehabilitative Services, Case Management, and Children's Services.
  13. Make referrals to community service providers for those individuals who do not meet WTCSB eligibility requirements.
  14. Work with private community based children's service providers making referrals for state mandated Child & Family Assessments.
  15. Comply with Human Rights Regulations/Reporting procedures.
  16. Serve as a member of external and /or internal committees, attending meetings as requested or needed.
  17. Perform other duties as assigned, related to program requirements and the provision of related mental health services.

MINIMUM QUALIFICATIONS

  1. Masters Degree in Psychology, Social Work, Counseling, or related Human Services field.
  2. A minimum of five (5) years work experience in human services field, preferably in a mental health setting.
  3. Candidate for Residency or Social Work Supervisee; or Resident in Counseling or Social Work Supervisee. Clinical Licensure as an LCSW, or LPC preferred .
  4. Valid current driver's license and acceptable DMV record at time of hire and continuously thereafter.
KNOWLEDGE
  • Medicaid and Department of Behavioral Health and Developmental Services Licensure regulations guiding Community Mental Health and/or Outpatient Services.
  • Consumer rights.
  • The nature, definition and cause of MH/ID/SA conditions including clinical and developmental issues.
  • Services and systems available in the community including but not limited to primary health care, MH/ID/SA support services, eligibility criteria and intake processes.
  • Different types of assessments, including functional assessments and their uses in service planning.
  • Treatment modalities and intervention techniques, such as behavior management, independent living skills training, supportive counseling, family education, crisis intervention, discharge planning and service coordination.
  • Types of MH/ID/SA programs available in the locality.
  • The service planning process and major components of the consumer service plan and ISP.
  • The use of medications in the care or treatment of the population served.
  • All applicable federal and state laws, regulations and local ordinances.
  • Human Rights Regulations/Reporting procedures.
  • Confidentiality rules and regulations.

SKILLS

  • Identifying and documenting an individual's need for resources, services and other supports.
  • Using information from assessments, evaluations, observation and interviews to develop the ISP.
  • Identify and document how resources, services and natural supports such as family can be utilized to promote achievement of a consumer's personal habilitative/rehabilitative and life goals.
  • Coordinate provision of services by diverse public and private providers.
  • Observe, report and record consumer behaviors.
  • Proficient computer operation.

  • Maintain consumer records in compliance with DBHDS and DMAS regulations and WTCSB policy.
  • Diagnose and assess consumer needs.
  • Represent Case Management Services in a knowledgeable, professional manner.
  • Maintain confidentiality.
  • Exercise sound judgment.
  • Proficient computer operation.

PHYSICAL REQUIREMENTS


Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier and fax machine. Essential job functions include walking, moving, carrying/lifting (maximum of twenty-five pounds unassisted), climbing, bending, kneeling, crawling, and reaching.
