TITLE
Project Manager, Identity and Access Management System Implementation
SUMMARY
The Project Manager, Identity and Access Management, will be responsible for managing the identification and delivery of an Identity Management platform, as part of the larger transformation program for the University's Administrative Applications. The successful candidate will directs the program strategy, structure, oversight, and ensuring compliance with operational process and procedures.
This person is also responsible for leading the definition of and putting into place the governance the identity lifecycle processes around roles/rules, monitor access control processes to ensure their effectiveness and efficiency and compliance with standards and control objectives, providing change management advisory services and proper communication channels through training and other channels in order to adopt identity governance processes, provide advisory and consultation to system development projects, and program metrics.
The candidate should be highly a focused IT professional delivering exceptional customer service, extremely knowledgeable in security administration. The Project Manager will be involved in overall and day-to-day management of the implementation of this module done by a third-party vendor, coordinating with the overall program team, creating work plan and tracking progress of the module delivery, identifying risks and raising issues to the program.
The Project Manager will need to possess excellent communications and interpersonal skills to work effectively with a diverse set of business users; needs to be highly motivated, highly productive, and able to work independently with minimal direction. Higher Education domain experience is strongly preferred.
MAJOR DUTIES AND RESPONSIBILITIES
Manage all phases of the Software Development Lifecycle for the designated tracks of activity, from initial ideation phases to the final project closure activities
Performs Business Analysis functions for Identity and Access Management project tracks
Ability to dive into the details of a project to flush out issues and risks while simultaneously possessing the ability to see the bigger picture and understand the interdependencies of the overall program
This person must have excellent leadership skills and must be able to work with a diverse project team consisting of resources from all parts of the organization (IT, Business, Vendors)
Establishes work plan tracking procedures, status reporting, issue management, change management, resource management, configuration management, financial management, etc.
Establishes and manages project schedules; taking into consideration deadlines, dependencies, resources, and costs
Coordinates, directs and monitors IT & Business programs ensuring consistency of processes across projects
Communicates with program/project managers and solution managers to ensure projects adhere to all phases of software development life-cycle management
Ensures that all ongoing projects are run within the constraints of scope, quality, time and cost
Creates reports and documentation to measure status of projects and review results on a weekly, monthly and quarterly basis
Performs analysis of program/project issues, resolves problems, identifies and recommends improvement opportunities as related to the policies of the PMO. Participates in PMO functions, processes, and roll-out
Facilitates the detailed definition and scoping of projects including both the IT portions of a project and the Business / Business process components of the project
Organizes and creates documentation, including Project Plans, Scope Documents, Business Requirements Documents, and Functional Designs
Functions well within a matrix organizational structure. Must be able to navigate within an organization to get results
Manages communication between internal customers and various functional groups
Proactively identifies and communicates risks to project development and schedule
Monitors and drives resolution of issues
Adheres to client's Governance, PM methods, and tools/templates as appropriate
Performs other duties as assigned

QUALIFICATIONS
Experience in Identity and Access Management, IDM, FICAM, PIV, HSPD-12, Microsoft Windows Infrastructure, PKI
Experience with tools for user authentication and single sign-on, policy-based authorization, identity federation, and auditing of access to Web applications and portals.
Deep experience with user provisioning and user management, ID life cycle management, role and access management
Experience automation for identity governance processes and role compliance policies.
Experience in overseeing at least one Enterprise wide transition to a large IDM solution
Experience with off the shelf IDM / SSO products and various technologies around IDM, such as SAML, OAuth, Open ID, etc.
7+ years of Project Management experience
3+ years of Business Analysis and requirements gathering experience
3+ years of experience working on Reporting or Data Warehouse projects
Excellent project/time management skills required
Excellent verbal and written communications skills
Strong problem solving and troubleshooting abilities
Self-motivated and able to perform with minimal supervision
Experience with project cost management and resource capacity planning
Strong data analysis skills
Change management experience
Bachelor's degree or equivalent experience
PREFERRED EXPERIENCE
Prior Tier 1 Consulting Experience
12+ years of total work experience
Experience with Identity Management with respect to Banner, PeopleSoft and Workday integration
PMP Certification
