We are looking for a Purchasing Manager, to work for a global company, this position is to work in Buda Texas, to work 100% on-site.
The main objective of the Purchasing Manager position is to manage and optimize purchasing and warehousing activities, ensuring the efficient and competitive procurement of goods and services that meet the operational needs of the plant, aligned with the company's policies and strategies.
Required Skills and Qualifications:
- University or college degree in a technical, economic, financial, or business field.
- Minimum of five years of work experience in purchasing and contract management in a manufacturing/production and/or construction environment.
- Proficiency in MS Office 2000 applications.
- Strong strategic thinking, problem-solving, and decision-making skills.
- Exceptional negotiation, organizational skills, and experience in managing personnel.
- Excellent oral and written skills, with the ability to establish trust, build relationships, and work effectively at all levels of the organization.
- Demonstrated ability to manage multiple independent projects as assigned.
- Demonstrated initiative, openness to change, flexibility, and adaptability.
Other Preferred Skills:
- Professional accreditation CPM, APP, CPP, or APIC.
Responsibilities:
- Manage the purchasing and warehousing activities and processes at the cement plant and terminals, including:
- Initiate, develop, and negotiate goods and services agreements, managing them according to the terms.
- Ensure compliance with purchasing agreements, policies, and procedures.
- Identify and lead improvement opportunities in purchasing processes, contract management, supplier selection, and sourcing of services, inventory parts, consumables, raw materials, fuels, and transportation needs.
- Collaborate with parent companies when appropriate to identify competitive goods and services and leverage existing agreements.
- Apply competitive bidding processes for the procurement of goods and services.
- Negotiate product and service supply agreements that best meet operational needs in terms of price, quality, service, and availability.
- Ensure that bidding and contract development activities are conducted in an ethical and legal manner.
- Develop and implement purchasing policies, processes, and strategic plans as needed.
- Drive change and modernization of existing processes, innovating at a pace that establishes more efficient processes.
- Manage the physical warehouse, cycle counts, inventory parts flow, consumables, and associated costs.
- Lead inventory reduction initiatives.
- Perform minimum/maximum analysis and make recommendations.
- Develop and manage key performance indicators (KPIs) for procurement and inventory management to drive improvements.
- Actively participate in the annual budgeting process with a deep understanding of maintenance costs, raw material needs, and inventory management of parts and materials in line with the long-term strategy, capital plan, and major projects.
- Work closely with the Finance group, providing monthly accruals and cost projections.
- Oversee the management process of insurance requirements for contractors, in accordance with business policies, with the support of the Purchasing Agent.
- Support plant operations as needed.
- Perform other duties as assigned by plant management.
