Quantify and identify proposed scope items, write complete scopes of work, identify materials for procurement, plan the execution of the scope, provide execution contract boilerplates, develop schedules, estimate man hours and cost of work, prepare bid packages, dynamically track and coordinate execution of work, mediate approved execution contracts, and coordinate and negotiate repair of found fieldwork for all crafts within an assigned Turnaround Block. Ensures all materials and related resources are available prior to a job being scheduled for execution.
Educational Level:
A minimum of high school diploma or equivalent is required. An Associate's Degree or higher in procurement, engineering or business with work experience in an industrial setting is preferred.
Essential Job Duties/Responsibilities: (functions considered essential as defined by APCI)
§ Responsible for planning and scheduling all activities for a single turnaround, up to $30MM or 100,000 labor hours
§ Assesses job to understand the optimal plan to achieve TA premises including minimizing cost and maximizing safety performance to create an initial scope or proposed work list.
§ Coordinates with numerous other disciplines including operations, engineering, procurement and inspection.
§ Field verifies work described in initial TA work list and develops detailed work scope activities including craft type, estimated man hours, detailed execution plan, and schedule. (Pre, Execution, Post).
§ Ensures environmental plan (waste disposal, abatement, frac tanks, vac trucks, etc) is developed.
§ Ensures that bills of material for assigned work, requisitions material as directed, and ensures all material is delivered before feed out of unit.
§ Ensures work packages with detailed information for planning and execution while identifying and escalating high-risk activities.
§ Prepares logistics plan for assigned area.
§ Ensures that schedule logic is loaded into tool provided to efficiently execute scope of work and resource level the plan.
§ Completes estimate of Direct Field Labor hours, overheads, materials, and equipment for assigned area.
§ Communicates key issues and risks to the T/A Leadership Team.
§ Ensures the schedule is dynamically updated during execution for assigned work activities.
§ Ensures the management of turnaround files and records.
§ Seeks opportunities to reduce turnaround scope, and plan and execute with low cost mindset.
§ Incorporates associated capital project work and Inspection IWR's into job plan.
§ Incorporate scopes of work with contractual terms and conditions to develop bid packages.
§ Incorporate safety, environmental and rescue into planned jobs.
§ Ensures that the actual work progress during execution is monitored and dynamically updated in the schedule on a daily basis.
§ Ensures Development of electronic schedules for fieldwork, provide technical feedback on job packages provided.
§ Knowledgeable on providing drawings as necessary for "replacement in kind" of refinery equipment
§ Monitor quality of contractor performance and safety performance of block work area
§ Communicates directly with Operations and management on material delivery, progress, and change order issues.
§ Develops effective relationships with site stakeholders: Maintenance and Operations Supervision, Field Service Coordinators, Contract Administrators, Project Managers, by communicating planned scope, using dynamic scheduling to track progress, and supporting job completion.
§ Works Special assignments or tasks assigned to the employee by their superior
Experience:
• A Minimum five (5) years of overall experience in Turnarounds, maintenance, or project construction in Industrial Gas, refining or petrochemical environment.
• Experienced with the use and maintenance of plant history, P&ID's, and other technical files.
• Familiar with OSHA regulations and requirements.
Preferred Experience:
Recognized expert in Turnaround work processes preferred.
Highly proficient in planning, scheduling, estimating, cost control, and execution of Turnarounds.
Should be knowledgeable Microsoft Project or Primavera (P6) and SAP. Both are hugely desired!
Some experience in materials management, supplier performance, process and quality improvement, craft work, and negotiating and influencing business decisions.
Required Skills:
Knowledge of Industrial Gas Manufacturing operations and craft knowledge.
Strong interpersonal, analytical, business and technical judgment, negotiation, problem solving and verbal and written communication skills.
Ability to read and understand Isometric and Piping Identification Drawings and general industrial symbols.
Knowledge of mechanical engineering standards needed to confirm purchase of correct materials/equipment.
Strong contributor to overall engineering and maintenance materials objectives as part of planning and reliability.
Strong performance management skills with ability to manage both qualitative and quantitative targets and a good track record of achieving goals.
Advanced reading and writing.
Ability to perform intermediate mathematical calculations and computer skills.
Ability to effectively communicate with others, both written nod verbal communication.
On call 24 hours per day, seven days per week on as needed basis.
Supervisory/Managerial Responsibilities:
Will be responsible for overseeing, coordination and working closely with the Turnaround Manager in the execution of scheduled outages.
• Supports safety & environmental goals and initiatives
• Participates in safety & environmental meetings, training, emergency drills and hazard recognition programs
• Reports all accidents, injuries and near misses, and participates in associated investigations
• Participates in industrial hygiene, medical surveillance and behavior based safety programs
Work Conditions:
Office and facility based with up to 30% travel (by land and air required) to support 2-5 week long outages. Operating facility, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock. Subject to all temperatures, weather and varying road conditions. Extended hour's necessary during periods of plant turnarounds.
A pre-placement Fit for Duty Evaluation will be required for this assignment.
Physical Requirements:
Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, reaching or grasping, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver's license and proof of insurance, wearing personal protective equipment and in emergency situations may be required to wear a respirator (beards not permitted). Job conditions may require making precise hand and finger movements, lifting and/or carrying up to 50lbs, pushing and/or pulling up to 50lbs, climbing up to 200ft, perceiving color differences, and strenuous physical activity.
