 AVIATION SAFETY INSPECTOR (AERODROMES)

Specializing in Civil Engineering and Management of Pavement Structures

 

JOB SUMMARY

 

The incumbent is responsible for providing safety oversight for all aerodromes, aerodrome operators, as well as conduct/manage the certification/registration process for any aerodrome as directed, to ensure continued compliance with the applicable Jamaica Civil Aviation Regulations and ICAO Annex 14.

 

QUALIFICATIONS & EXPERIENCE

 

  • Bachelor’s Degree or professional qualifications in Aviation Management or Airport Management with preference being for training and experience in civil engineering and management of pavement structures.

 

  • Five years supervisory experience in the aviation industry airport operations.

 

KEY TECHNICAL COMPETENCIES REQUIRED

 

  • Sound knowledge of the requirements of ICAO Annex 14 and the aerodrome certification/registration process.

 

  • Sound knowledge of the Civil Aviation Act, Regulations, Schedules and Manual of Aerodrome Standards

 

  • Working knowledge of airport operations.

 

  • Working knowledge of audit and inspection procedures.

 

  • General working knowledge of the requirements of ICAO Annexes 3, 4, 6, 11, 15, 17 and 19

 

 KEY NON-TECHNICAL COMPETENCIES REQUIRED

 

  • Investigative and analytical skills

 

  • Problem solving and decision making

 

  • Planning and organizing

 

  • Good interpersonal skills

 

  • Good communication skills, both oral and written, to include report writing

 

  • Proficiency in Microsoft Office Suite.

 

DUTIES & RESPONSIBILITIES :

 

  1. Provide surveillance at aerodromes as required under the applicable Civil Aviation Regulations and ICAO Annexes.

 

  1. Review and approve aerodrome operations manuals and any other similar or related manuals.

 

  1. Verify the aerodrome data provided in the aerodrome manuals and Jamaica AIP including, but not limited to, the details of; location of the aerodrome; the movement area; the runway declared distances available; the aeronautical ground lighting; the ground services; and notices of any special conditions and procedures if any.

 

  1. Conduct the aerodrome certification and licensing process for all applicants for aerodrome certificates, using relevant Civil Aviation Regulations, ICAO Annex 14 and applicable guidance documents and make recommendations to the Director Flight Safety on completion.

 

  1. Audit aerodrome operating procedures including but not limited to; the overall aerodrome safety management system; the aerodrome emergency plan; and periodic aerodrome emergency exercises; rescue and fire fighting; apron management and parking control; control of vehicles operating on, or in the vicinity of, the movement area; wildlife hazard management.

 

  1. Perform on-site checking and testing of aerodrome facilities, including but not limited to; dimensions and surface conditions of runways, taxiways, stop ways, end safety areas, shoulders and aprons, landing and wind direction indicators, fuelling facilities, and guidance and warning signs.

 

  1. Carry out the necessary follow-up inspections to confirm compliance with the certification standards.

 

  1. Carry out routine and non-routine inspections, monitoring and surveillance of the day-to-day operations of all aerodromes and providing reports and recommendations as necessary.

 

  1. Process requests for information on, or permission to commence, the construction of buildings, towers, facilities, or any other obstacles likely to impact on aerodrome operations, and make recommendations as necessary.

 

  1. Keep abreast of the latest ICAO publications relating to aerodrome certification and operations requirements.

 

  1. Participate in the investigation of all accidents and incidents when requested.
