Client: Ministry of Children, Community and Social Services
Period: 5 months
Start Date: 2023-10-30
End Date: 2024-03-31
Location: Toronto, ON
Working Hrs.: 7.25 Hrs. / day
Note: 3 days onsite and 2 days remote


Must Have:
  • Experienced in requirement elicitation, documentation, gap analysis, evaluation of alternative solutions, user interaction/experience design (UI/UX), and making recommendations.
  • Proficient in facilitating sessions with a diverse audience for requirements discovery and analysis using various methodologies (e.g., Agile/Waterfall/Hybrid).
  • Proficient in writing user stories in Azure DevOps
  • Experienced in leading/managing business transformation/solution design initiatives, emphasizing business architecture and user interaction/experience design (UI/UX).
  • Strong knowledge of enterprise architectural concepts and processes, particularly in business architecture for data warehouses, marts, lakes (in Azure platform).


Description
Responsibilities:
  1. Provide a comprehensive range of I&IT business analysis services to clients with diverse business and technological needs.
  2. Interact with business stakeholders and subject matter experts to understand and document their requirements.
  3. Prepare and advise on business analysis policies, processes, best practices, and standards to promote consistency within the organization.

General Skills:
  1. Lead and conduct business analysis to assess client's business problems/opportunities and document requirements for I&IT solutions.
  2. Apply re-engineering concepts for cost-effective service delivery.
  3. Align business analysis with project phases and OPS methodologies.
  4. Develop strategies, business cases, and feasibility studies for I&IT initiatives.
  5. Establish effective requirements gathering processes, including JAD sessions, interviews, and mockups.
  6. Conduct various modeling activities and define non-functional requirements for projects.
  7. Monitor progress, resolve issues, and provide regular reports to management and stakeholders.
  8. Create performance measures and traceability matrices for evaluation.
  9. Exhibit expertise in strategies, business case development, and cost-benefit analysis.
  10. Proficiently conduct requirements gathering, documentation, and stakeholder engagement.
  11. Utilize Computer Aided Software Engineering (CASE) tools for documenting conceptual requirements.
  12. Stay updated on emerging I&IT trends and technologies.
  13. Demonstrate strong analytical, problem-solving, decision-making, communication, interpersonal, and negotiation skills.
  14. Collaborate effectively within a team and consistently meet deadlines.

Desirable Skills:
  1. Experience with information retrieval packages.
  2. Knowledge of Information Management principles, concepts, policies, and practices.
  3. Ability to translate business and data requirements into technology specifications.
  4. Familiarity with various business analysis methods, tools, and techniques, including modeling and mapping.
  5. Proficiency in structured, object-oriented, and agile methodologies for user requirements.
  6. Experience in developing performance measures and conducting follow-up for business analysis.
  7. Understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.

Hybrid Work Arrangement: FFS will need to work at 315 Front Street for 3 days per week.

Business Analysis and Problem-Solving Skills - 35%
  • Experienced in requirement elicitation, documentation, gap analysis, evaluation of alternative solutions, user interaction/experience design (UI/UX), and making recommendations. (MUST HAVE)
  • Proficient in facilitating sessions with a diverse audience for requirements discovery and analysis using various methodologies (e.g., Agile/Waterfall/Hybrid). (MUST HAVE)
  • Proficient in writing user stories in Azure DevOps. (MUST HAVE)
  • Skillful at gathering information on client problems, services, and business goals/objectives.
  • Capable of helping programs understand their needs and translating them into design models and concepts.
  • Able to evaluate requirements, review solution options, assess cost/benefit, and evaluate alternative conceptual system designs.
  • Skilled in recommending approaches and discussing them with the team and stakeholders.
  • Effective at translating technical terminology into business terms.

Technical Knowledge and Expertise - 25%
  • Experienced in leading/managing business transformation/solution design initiatives, emphasizing business architecture and user interaction/experience design (UI/UX). (MUST HAVE)
  • Strong knowledge of enterprise architectural concepts and processes, particularly in business architecture for data warehouses, marts, lakes (in Azure platform). (MUST HAVE)
  • In-depth understanding of data warehouse modeling concepts and design principles (Kimball and Inmon).
  • Advanced technical knowledge of large hardware and software operations, productivity tools, online processing systems, web-based technologies, and database management systems.
  • Familiarity with front-end, web-based technologies and data-mining/reporting-based COTS tools, encompassing feasibility studies, requirements definition, analysis, prototyping, system design, implementation, testing, and maintenance
  • Consultation expertise on source-to-target mapping for business and technical alignment.
  • Familiarity with Systems Development Life Cycle Methodologies, ITIL Processes for Change/Release Management, relational database technologies, and information retrieval packages using SQL and other query languages.
  • Knowledgeable about emerging IT trends and technologies, including cloud computing and enterprise data warehousing.
  • Understanding of accessibility compliance requirements (e.g., AODA, WCAG 2.0 AA).

Organizational and Project Management Skills - 20%
  • Proficient in planning, developing, managing, and controlling projects, with the ability to resolve complex technical design problems.
  • Knowledgeable in project management and skilled in task estimation, scheduling, and control.
  • Competent in developing documentation and materials for reviews and knowledge transfer to other team members.
  • Proficient in developing specific activities as part of a review, with a focus on a building block approach that builds on knowledge transfer and skills development from one stage to the next.

Communication and Interpersonal Skills - 20%
  • Skilled in gathering information, clarifying needs, explaining system development recommendations, and providing instructions on new/modified systems and technology.
  • Proficient in preparing business cases, systems documentation, user manuals, and guidelines.
  • Capable of clarifying and discussing systems development options with clients.
