JOB SUMMARY:  The National Association of State Procurement Officials (NASPO) is looking to add an additional attorney to its legal team. This position will provide overall legal support to NASPO and its divisions but will focus on support for its cooperative purchasing division.  This position will report to NASPO’s Chief Legal Officer and work closely with other members of the legal team, NASPO staff, procurement professionals, and attorneys across various states and levels of government.

DUTIES AND RESPONSIBILITIES:

·         Work with internal staff and external resources from all 50 states, the District of Columbia, and US territories.

·         Provide staff with legal assistance to develop cooperative solicitation documents, negotiate master agreements, and resolve bid disputes, protests, and appeals.

·         Establish and enhance relationships with state chief procurement officers, state attorneys, and their staff.

·         Provide education and consultation regarding best practices and innovative practices for drafting, managing, and evaluating solicitations and contracts.

·         Support strategic relationships with contractors and their legal staff.

·         Develop and maintain contract templates and provisions within the guidelines and rules of the 50 states and their procurement practices, as directed by the Chief Legal Officer.

·         Develop, draft, and refine contract provisions, contract templates, and other forms to ensure legal compliance, reduce risk, and provide greater clarity to NASPO staff and members.

·         Advise of potential risks and mitigation strategies prior to establishing or renewing agreements.

·         Advise the CLO and other senior corporate officers on a variety of issues.

·         Support internal audit and corporate compliance programs.

·         Guide the delivery of legal services and resources to accomplish corporate goals, strategies, and priorities.

·         Collaborate in the development of corporate legal strategies to promote and protect the organization.

·         Draft, review, and suggest revisions to complex legal agreements.

·         Support in-person and virtual NASPO events by attending, presenting, and contributing content, as needed.

·         Other duties as assigned.

 

MINIMUM QUALIFICATIONS (You will not be considered for the position unless the following requirements are met, regardless of other qualifications).

• Juris Doctorate, with active bar admission in any state, District of Columbia, or US territory, with a willingness to be licensed in the Commonwealth of Kentucky.
• At least 1 year of experience working in public procurement (federal, state, or local) within a government procurement office, government agency, or government legal office (for example, the Attorney General’s Office).
• Must be able to travel, as required. This position requires the individual to work from a home office, with frequent travel.
• Flexibility and adaptability in changes to workload, including project timelines, priorities, tasks, processes, and direction.
• Willingness to work flexible hours, including the occasional weekend and evenings, as needed.

 

PREFERRED QUALIFICATIONS:

• Experience with complex public procurements—including solicitation review/development, protest resolution, contract negotiations, and/or contract administration—for a wide variety of goods and services, including information technology. 
• Organized and able to work effectively whether independently or in a group setting.
• Excellent interpersonal, public speaking, and written communications skills.
• Proficient computer skills including Word, Excel, PowerPoint, and other web-based applications.
