Avint LLC is seeking a highly skilled and motivated Digital Transformation Portfolio Manager to join our team in Northern Virginia supporting a multi-award Blanket Purchase Agreement (BPA) for the Department of Homeland Security (DHS). This pivotal role is responsible for driving digital transformation initiatives, overseeing program operations, and ensuring the successful execution of tasks and deliverables across multiple projects. The Digital Transformation Portfolio Manager will leverage their expertise in program and project management, digital strategy, and leadership to advance DHS's mission of protecting the nation’s critical infrastructure.
Position Responsibilities:
- Strategic Leadership and Digital Transformation: Lead the digital transformation portfolio, aligning initiatives with DHS's mission and strategic goals. Drive innovation and modernization efforts to enhance cybersecurity capabilities.
- Program and Project Management: Provide comprehensive program and project management support, ensuring adherence to industry best practices, methodologies, and DHS's standards for cybersecurity and infrastructure protection.
- Operational Oversight: Oversee day-to-day operations across multiple projects, ensuring seamless execution, risk mitigation, and alignment with program objectives.
- Schedule and Budget Management: Develop, monitor, and manage program and project schedules and budgets, ensuring on-time and within-budget delivery of high-quality outcomes.
- Metrics and Reporting: Establish and manage a robust framework for program metrics, data calls, and performance reporting, enabling data-driven decision-making and continuous improvement.
- Stakeholder Engagement: Collaborate with cross-functional teams, stakeholders, and DHS leadership to facilitate communication, drive consensus, and ensure alignment with organizational priorities.
- Staffing and Resource Management: Lead staffing and resource allocation efforts, ensuring that project activities are adequately supported by skilled personnel. Identify and mitigate potential resource constraints.
- Documentation and Reporting: Create, maintain, and update comprehensive program and project documentation, including progress reports, risk assessments, and compliance artifacts, to ensure transparency and accountability.
- Meeting and Facilitation Support: Support recurring, scheduled, and ad-hoc meetings, providing expert facilitation to ensure productive discussions and actionable outcomes.
Requirements
- Minimum Requirements:
- Experience:
- A minimum of seven (7) years of experience in IT program management, with at least 15 years of total experience in technology.
- Proven experience in managing large government contracts or working within a government agency, preferably within DHS or other federal agencies focused on cybersecurity.
- Demonstrated experience leading digital transformation initiatives, especially within a government or critical infrastructure context.
- Experience with applying Agile and Scrum methodologies in project management.
- Hands-on experience with cloud technologies and platforms (e.g., AWS, Azure, Google Cloud) as they pertain to digital transformation and cybersecurity initiatives.
- Education:
- A bachelor’s degree in management, computer science, information systems, or a related field.
- Preferred: A master’s degree in management, computer science, information systems, or a related field.
- Clearance:
- Possess an active Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) eligibility.
- Required to be eligible to be granted a Sensitive Compartmented Information (SCI) from DHS.
- Certifications:
- Required: Project Management Professional (PMP) certification.
- Required: ITIL v3 Foundation certification.
- Preferred: Advanced certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or Certified Cloud Security Professional (CCSP).
- Technical Skills and Knowledge:
- Familiarity with cybersecurity frameworks such as NIST, FISMA, or FedRAMP, particularly in the context of federal government operations.
- In-depth understanding of DHS and CISA policies, procedures, and strategic goals, particularly in relation to cybersecurity and infrastructure protection.
- Leadership and Communication:
- Strong leadership and team management skills, with experience in leading diverse teams, including remote or geographically dispersed teams.
- Exceptional written and verbal communication skills, with the ability to articulate complex technical concepts to non-technical stakeholders and senior leadership.
- Analytical and Problem-Solving Skills:
- Strong analytical and problem-solving abilities, with a proven track record of developing solutions and making sound decisions under pressure.
