Federal Acquisition Management Analyst

CRG is seeking a full-time Federal Acquisition Management Analyst to join our existing team in support of our U.S. State Department client at the Office of the Coordinator for Afghan Relocation Efforts (CARE). This position requires an acquisition subject matter expert who possesses extensive knowledge of and background in government contracting and the full range of acquisition support services. The position requires performing acquisition activities, including (but not limited to) the following in support of Global Acquisitions Management initiatives at DoS/CARE:
- Assisting the government acquisition program office with acquisition planning, strategy, and execution for major logistics and services acquisitions.
- Providing hands-on technical writing and program office support for all elements of compiling complete acquisition packages for client solicitation and award including: requirements gathering, market research, IGCE, legacy documentation, new contract package products, milestone schedules, site surveys, industry days...etc.
- Conducting/Creating Market Research products for client review from approved vendor lists; comparing the services and costs of obtaining support from the different vendors (including international considerations).
- Primary authorship of contract statements of objectives or work (SOO/SOW); performance work statements (PWS); IGCEs; JEFOs; PALTs
- Primary authorship of contract position descriptions and itemized tasks/deliverables, including curating TDPs (tech data packages for large IDIQ logistics contract vehicles [DoD-LOGCAP and DoS-DiPSS])
- Pre-award and post-award support, including source selection, tracking, and monitoring obligated funding, drafting contract documents, coordinating post award contracts, and other duties as assigned.
- Assisting in the evaluation process and assuring written documentation to support both informal and formal source selection procedures.
- Performance management (e.g., submission of CPARS, ensuring compliance with the Quality Assurance Surveillance Plan [QASP]).
- Supporting audits, data calls, and external taskings as required by the client to include development of power point presentations
- Gathering data, through review of complex documents and information and through on-site visits and or virtual interviews with responsible staff.
- Preparing reports, ensuring adherence to report procedures, formats and protocols; provides supporting documentation, cross references or other information.
- Preparing and presenting fully supported recommendations and conclusions as appropriate.
- Assisting the CO in the planning and execution off administrative actions associated with DoS hosted 'Industry Day Events' and 'Vendor Site Survey Visits'; to include admin support for scheduled meetings and working groups such as calendar actions, meeting notes and daily trip reports
- Curating and maintaining complete and detailed excel-based Integrated Procurement Tracker (IPT) and Rolling Actions Items List (RAIL)
Basic Qualifications:
- 5+ years of experience drafting federal acquisition documents preferably for installation logistics and installation services contracts
- Minimum Bachelors Degree from an accredited university
- SECRET clearance is required. Must be a U.S. citizen
- MUST have valid U.S. passport; be willing/able to travel internationally for acquisition site survey visits up to two weeks with modified work schedule up to 12hrs/day, 6days/week.
- MUST possess a thorough working knowledge of the Federal Acquisition Regulation (FAR) and agency-specific regulations, preferably related to DoD/DoS.
- Superbly adapted to working in ambiguous team-based procurement environments with ill-defined contractual requirements and accelerated contract acquisitions package development/award timelines.
- Impeccable ability to communicate effectively orally and in writing with colleagues, client leads, vendors.
- Highly competent ability with Microsoft Office Suite and cloud-based file sharing platforms (MS Teams, SharePoint).
- Must have demonstrated ability to autonomously and proactively drive individually assigned lines of effort with little to no supervision.
Additional Qualifications:
- Knowledge of the principles, techniques, methods, and procedures of Department of State contracting to perform pre-award, post-award procurement actions and other aspects of contract administration.
- Knowledge of the Department of State acquisition process is highly preferred with experience and understanding of large IDIQ contract vehicles such as DoS Diplomatic Platform Support Services (DiPSS) and DoD Logistics Civil Augmentation Program (LOGCAP)
- Experience of advanced principles, theories and practices of Acquisition Program Management to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
- Knowledge of emerging best commercial and Government practices in acquisition, life cycle logistics, and supply chain management.
