Minimum Qualifications

1. Must be able to Provide expertise and guidance to Commerce staff and the Office of Long-Term Resiliency (OLTR) Director (and his designees as applicable) in the overall management of the Mitigation General Planning Support Program, Mitigation Critical Facility Hardening Program, and Mitigation General Infrastructure Program.

2. Must be a certified Project Management Professional (PMP) through a nationally recognized accreditation organization (e.g., The Project Management Institute).

3. Must have experience in support of the Mitigation Program including

a. Program implementation and support

i. Program design, application, and guideline development;

ii. Policy and Procedure review and development;

iii. Application threshold eligibility review;

iv. Draft Request for Information for any needed supporting documentation.; and

v. Site visit preparation documents.

b. Training for Commerce and Subrecipient staff, including but not limited to the following topics:

i. Onboarding of new Grant Manager's and Subrecipient Staff as requested;

ii. Housing and Urban Development policies and cross cutting measures and updates;

iii. Policy and Procedures updates; and

iv. Federal Laws and Requirements.

c. Must know the PMBOK methodology.

d. Providing weekly and monthly executive briefings to the OLTR Director; briefings shall include, at least:

i. A report on the overall status of the program;

ii. A report on the status of each project and any risks or issues that might impact the progress of the program or any project;

iii. A report on the current projected timeline for each program area, including timelines for compliance with any federal laws or guidance documents; and

iv. Project accomplishments.

e. Should know about the Commerce's owned System of Record (SOR).

f. Must be able to Perform other support and consulting functions as required by Commerce

4. Must be able to assist the mitigation staff with preparation for all HUD and Commerce monitoring and audits.
