The starting rate of pay is $28.20 (min) to $37.90 (mid) per hour. DOE.

The salary range for the position is $28.20 (min)-$37.90 (mid)-$48.51 (max).

Requirements

General Definition of Work

Performs difficult advanced technical work managing the development and administration of the Town's stormwater program, conducting plans reviews, preparing and maintaining files and records, and related work as apparent or assigned.  Work is performed under the limited supervision of the Engineer.

 

Qualification Requirements

Essential Functions

  • Maintains accurate records; compiles statistics and produces annual reports; prepares annual stormwater budget; prepares appropriate reports, memos and other office correspondence.
  • Maintains website and social networking web content as it pertains to the department.
  • Responds to citizen inquiries, complaints and requests regarding stormwater, surface water and illicit discharges.
  • Assists with reviewing development plans for sites, subdivisions and town projects for compliance with applicable stormwater regulations; evaluates studies, reports and comments concerning such plans;  identifies required changes and prepares responses to submitted plans.
  • Works with developers and contractors to design systems and methods to mitigate the effect of pollutants and accomplish goals of stormwater management.
  • Assists the general public, contractors, developers, and engineers in search of general information pertaining to the Town stormwater program.
  • Manages the Town’s enforcement process as it pertains to the stormwater ordinance; issues notices of violations and assessment, defense and collection of civil penalties.
  • Assists with enforcing other established environmental standards, laws, regulations and administrative policies and procedures.
  • Provides primary staff support for the stormwater advisory committee, water quality forum and other applicable organizations and committees.
  • Represents the Town in Court, the BOMA, and other legislative bodies as needed on matters regarding the stormwater program and violations of the stormwater ordinance.
  • Acts as a liaison to stormwater consultants.
  • Reviews and recommends updates to town specifications and typical standards for all current regulations as related to stormwater management activities based on revisions mandated by Tennessee Department of Environment and Conservation.
  • Develops, implements and presents public education and public participation programs relative to stormwater quality.
  • Responds to emergency situations regarding the town stormwater system.
  • Develops and maintains standard operating procedures for the efficient operation and maintenance of various aspects of the Town of Farragut’s Stormwater programs.
  • Maintains an awareness of contemporary environmental policy as it pertains to water quality and stormwater issues.
  • Develops and maintains staff training programs to meet and exceed state and federal requirements.
  • Conducts environmental investigations as necessary.

 

Knowledge, Skills, and Abilities

Thorough knowledge of the standard principles and practices of civil and environmental engineering as related to the preparation of plans and specifications in stormwater management; thorough knowledge of modern methods and techniques as applied to the design of stormwater and drainage projects; thorough skill in the use of civil engineering instruments and equipment of the trade; general skill operating standard office equipment, hardware and software; general skill working with engineering software related to stormwater management; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in the maintenance of financial records; ability to manage multiple projects consecutively; ability to communicate complex ideas effectively both orally and in writing; ability to perform engineering computations and to make recommendations on stormwater problems and planning; ability to calculate complex cost reports; ability to establish and maintain effective working relationships with industry professionals and associations, the local media, government officials, associates and the general public.

Education and Experience

Bachelor's degree in Geology, Environmental Science or policy, ecology, or related field supplemented with three (3) or more years experience managing compliance with an environmental permit, or equivalent combination of education and experience.

Must have Tennessee department of environment and conservation erosion control (Level 1) certification.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires standing, walking, using hands to finger, handle or feel and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Tennessee department of environment and conservation erosion control (Level 2) certification within one (1) year of hire.

Valid driver's license in the State of Tennessee.
