General Definition of Work
Performs difficult advanced technical work managing the development and administration of the Town's stormwater program, conducting plans reviews, preparing and maintaining files and records, and related work as apparent or assigned. Work is performed under the limited supervision of the Engineer.

Knowledge, Skills, and Abilities
Thorough knowledge of the standard principles and practices of civil and environmental engineering as related to the preparation of plans and specifications in stormwater management; thorough knowledge of modern methods and techniques as applied to the design of stormwater and drainage projects; thorough skill in the use of civil engineering instruments and equipment of the trade; general skill operating standard office equipment, hardware and software; general skill working with engineering software related to stormwater management; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in the maintenance of financial records; ability to manage multiple projects consecutively; ability to communicate complex ideas effectively both orally and in writing; ability to perform engineering computations and to make recommendations on stormwater problems and planning; ability to calculate complex cost reports; ability to establish and maintain effective working relationships with industry professionals and associations, the local media, government officials, associates and the general public.
Education and Experience
Bachelor's degree in Geology, Environmental Science or policy, ecology, or related field supplemented with three (3) or more years experience managing compliance with an environmental permit, or equivalent combination of education and experience.
Must have Tennessee department of environment and conservation erosion control (Level 1) certification.

Special Requirements
Tennessee department of environment and conservation erosion control (Level 2) certification within one (1) year of hire.
Valid driver's license in the State of Tennessee.
