Reporting into: Donor and Partnerships Manager & working closely with HALO HQ’s Global Research Officer.

About HALO

The HALO Trust (HALO) is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict and now employs over 9,500 staff in 26 countries and territories.

HALO has been working in Yemen since 2020, conducting humanitarian mine action activities to protect the civilian population. Yemen remains one of the world’s worst humanitarian crises after nine years of sustained conflict. Over 70% of the population are in need of humanitarian assistance of some kind. A variety of conventional and unconventional mines and explosive ordnance (EO), including IEDs, contribute to its status as one of the world’s most EO affected states. The programme has around 70 national staff and operates in southern areas of Yemen under the control of the internationally recognised government (IRG). The programme headquarters are in Aden. In 2022 HALO established operations in Taiz city, where frontlines with Ansarallah (‘Houthi’) controlled forces run through the north of the city.

Role and Responsibilities

  • HALO is seeking a Research Analyst to lead a small research team, to help monitor civilian causalities due to landmine and other explosive remnants of war. The aim of the research is to provide a historical and up-to-date understanding of the type, nature and characteristics of explosive remnants of war contamination within Yemen. This will allow HALO to target affected areas more rapidly and ensure activities are more focussed and effective. The Research Analyst will use the data to support the programme to report to stakeholders such as donors, other INGOs and government entities.
  • Conduct: open-source research on the conflict in Yemen, focusing on identifying areas of EO contamination and infrastructure damage, tracking areas of intense and prolonged fighting.
  • Verify the authenticity of open-source information, identifying and discarding mis/dis-information.
  • Geolocate relevant open-source information.
  • Use HALO internal data, open source, and other data with IM and GIS tools to produce analysis of the presence and impact of mines and other explosive remnants of war.
  • Analyse datasets collated by other organisations, including identifying any EO present in the source material, geolocating the location of their source material, and verifying its authenticity.
  • Input data into HALO’s internal dataset, including uploading images of the source material.
  • Maintain the HALO dataset to ensure accurate and efficient collection and storage across a range of operational data.
  • Stay abreast of development projects in HALO’s area of operations and understand thematic areas like food security, water access, health and education.
  • Responsible for ensuring that our data collection meets the needs of our donor contracts and contribute to donor reports as required.
  • Design and deliver reports outlining the EO contamination picture and its impact on the population
  • Conduct needs analysis and impact assessments to inform programme strategy, donor reporting and support fundraising.
  • Support the Donor and Partnerships Manager with other tasks as needed.

Requirements

Essential Skills

  • Demonstrable analytical, organisational, writing and communication skills.
  • Excellent interpersonal and analytical skills with meticulous attention to detail.
  • Experience working with and mapping open-source datasets.
  • Experience with social media monitoring and research.
  • Excellent time management skills and ability to multi-task and prioritise work.
  • Strong organizational, planning, and problem-solving skills.
  • Commitment to HALO’s Values and Standards at all times, in and out of work.

Desirable Skills

  • Knowledge and understanding of GIS software.
  • Experience in managing large datasets.
  • Knowledge of explosive ordnance.
  • Prior experience with tools such as GoogleEarth, Dataminr, and Reverse Image Search.
  • Bachelor's degree in computer science, Information Systems, political science, military history, international relations or related discipline.
  • Fluency in Arabic.

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.

  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s health and safety procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
