Role and Responsibilities
This is a responsible managerial and professional position, directing the county's Planning and Development Programs, Code Enforcement, E911, and Building Departments. Work involves application of specialized knowledge and administrative skills. Supervision is exercised over professional, technical, and clerical staff members. Reports directly to the Deputy County Administrator.
Essential Job Functions
Duties may include, but are not limited to the following:
Serves as a technical advisor to the County Administrator, County Commission, and other department heads on development services.
Serves as the Director of Staff of the County's planning board and code enforcement board and Magistrate. Represents the County Administrator at public meetings and at planning and/or zoning conferences with public and private groups.
Gives advice to and cooperates with municipal officials in connection with new or contemplated capital improvements and long range plans. Coordinates construction projects with long range capital improvements program.
Supervises Division Heads and over sees all department activities.
Administers the Community Development block grant and S.H.I.P. Programs.
Prepares budget and manpower estimates and work program plans for the department.
Plans for the unified development of the community.
Carries out plans through budget processes, permit issuance, and enforcement of development regulations.
Responsible for the development and implementation of the comprehensive plan.
Ensures compliance with applicable codes.
Performs related work as required.

Qualifications and Education Requirements
Graduation from an accredited four-year college or university with specialization in municipal planning, architecture, public administration or related courses required. Master's degree in planning or public administration preferred; five years of progressively responsible professional experience in planning, community development and or building construction including at least two years significant supervisory experience; or an equivalent combination of training and experience required. Must possess a valid Florida Driver's license prior to employment. Membership in the American Planning Association and the American Institute of certified planners preferred.
Knowledge, Skills, and Abilities
Ability to supervise and perform technical research on economic and sociological problems as part of the planning and development process;
Ability to present technical information clearly, concisely, and in an interesting manner, orally and in writing;
Ability to analyze and supervise the systematic compilation of technical and statistical information, and to prepare technical reports;
Ability to establish and maintain effective working relationships as necessitated by the work.
Knowledge of the principles, methods, and practices of planning;
Knowledge of laws and ordinances affecting the planning, development, and construction processes. Knowledge of the general practices and materials of the building trade;

Knowledge of community development block grant program regulations as well as local, state, and Federal Laws and regulations relating to County Development.
Physical Requirements: Tasks are essentially sedentary, with occasional walking, and/or bending. Must be able to exert a negligible amount of force occasionally to lift, carry, push, pull, or otherwise move objects. Tasks may involve extended periods of time at a keyboard or workstation.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristic (whether similar to or divergent from obvious standards) of documentation of policies and procedure.
Interpersonal Communication: requires the ability of speaking and/or signaling people to convey or exchange information; includes issuing and receiving assignments, instructions, and/or directions. Requires the ability to tactfully and effectively interact with the public and with co-workers.
Language Ability: requires the ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology. Requires the ability to read, interpret, and develop policies and procedures. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction, and punctuation. Requires the ability to communicate effectively in standard English.
Verbal Aptitude: requires the ability to record and deliver information, to explain procedures, to issue and follow verbal and written instructions. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.
Numerical Aptitude: Requires the ability to utilize simple mathematical formulas; to add and subtract; to multiply and divide; to utilize decimals and percentages; to interpret graphs; to perform calculations involving variables; to perform algebraic operations; and to performs simple statistical operations.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape; identify degrees of similarity in form; and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes using modern office equipment
Manual Dexterity: Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: May not require the ability to differentiate colors and shades of colors.
Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise constant tact and courtesy in frequent contact with various professional, county staff, and the general Public
Physical Communications: Requires the ability to talk and hear; (talking: explaining or exchanging ideas by means of spoken words. Hearing (perceiving nature of sounds by ear). Must be able to hear and understand communications through telephone and radio.
