GIZ is recruiting a Junior Finance Specialist (m/f) for a Pro Education Programme in Maputo

Short description of the programme
GIZ - German Development Cooperation is a German company that offers services worldwide in the field of international cooperation for sustainable development.
German cooperation through GIZ Pro Education supports the reform of basic education and technical vocational education and provides technical assistance at central and decentralised levels, under the supervision of the Ministry of Education and Human Development (MINEDH) and the Secretary of State for Technical Vocational Education (SEETP). The Pro Educação programme works in 5 intervention areas (components): Educational Management at the decentralised level, Teacher Training, Health Promotion and Gender Equity, Capacity Building for labour market-oriented vocational education, and innovative approaches together with the private sector. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), it supports the implementation of the Education Strategic Plan and the ongoing reforms in Vocational Education by the Government of Mozambique. The overall aim is to improve the quality of education in the country.
Tasks
- Update, maintain and support the improvement of existing planning and monitoring tools for programme costs and expenditures;
- Maintain lists of average values under different cost items;
- Update and monitor planned vs. actual operational costs of programme activities;
- Monitor residual funds under ongoing procurement and service contracts;
- Support financial reports to different donors;
- Support the management and implementation of contracts with different donors in accordance GIZ processes and rules;
- Manage the electronic record system of the programme on financial management aspects;
- Actively participate in and prepare presentations for meetings concerning the work area;
- Coordinate effectively with other financial managers of the programme as well as colleagues responsible for administrative and technical implementation of the programme;
- Support in the commercial qualification of national colleagues;
- Participate in the introduction of measures for quality improvement;
- Assist in internal control processes and external audits, providing, organizing and checking relevant information requested during an audit;
- Carry out other tasks associated with the objective and area of responsibility described above at the request of technical and hierarchical management.
Requirements
Qualifications and competences
- Degree in finance, public administration, business administration, economics or a related field;
- Applied knowledge of the financial management of donor-funded projects, including the use of the respective financial management tools and systems;
- Knowledge of GIZ systems and procedures, such as SAP, OnSITE Operations and Reporting, Procurement Portal is an advantage;
- Good knowledge of common computer applications (MS Word, PowerPoint, Outlook, Teams) and in-depth experience of using MS Excel;
- Fluent command of Portuguese and English, spoken and written;
- Knowledge of German is an advantage.
Experience
- Min. 3 years experience in the area of financial management in an NGO, INGO or similar organisation operating with public funds;
- Experience in working in an international environment and multinational team;
- Experience with German, Swiss and/or EU funding is an advantage;
- Experience in areas of public administration, procurement and accounting is an asset.
