Duty station – Chisinau 

Salary range - 23520,00 - 24960,00 MDLbrut, based on experience and profile

Type of contract - Employment contract; Full-time;

Expected Duration of Assignment - 01/09/2024 - 31/12/2025

Education & Work Experience:

˗ Bachelor's degree in Human Resources Business Administration, or another related field.

˗        Minimum 2-3 years of experience, preferably in NGO sector or similar environment;

˗        Experience in recruitment, employee relations and, HR administration, familiarity with local Labor laws and regulations.

˗        Strong personal and communication skills; ability to handle sensitive and confidential information with discretion; excellent organizational and time management abilities; conflict resolution and problem-solving skills.

˗        Understanding HR best practices and legal requirements; awareness of the unique challenges and dynamics of working in the NGO sector.

˗        High level of integrity and ethical standards; ability to work independently and as part of the team; cultural sensitivity and commitment to diversity and inclusion;

˗        Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint; Outlook), knowledge of HR software such as HRIS, Workable is an advantage.

Languages:

˗        Fluent in Romanian, good knowledge in Russian and English;

Background:

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 30 years. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the centre of our work. Throughout its presence in the country, PIN has been contributing to the development of the following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

 

Position Overview: 

The main task of the Human Resources Officer (HRO) is to support CP in all aspects of HR and all the components of the employee life cycle.

The HRO tasks include HR planning, recruitment, hiring, induction procedures, payroll, evaluation, and contract termination procedures. HRO ´s main responsibility is to ensure the HR standards and procedures are always followed at the best possible level. In cooperation with the country programme management and HR Manager, HRO sets and maintains the HR standards on the region and country level.

Duties & Responsibilities:

HR Standards & Procedures

·      The HRO acts as a resource person and guarantees compliance with organizational HR systems.

·      The HRO is fully familiar with current PIN HR-related policies, procedures, standards, and ensures compliance with these documents is fully applied; provides necessary information and advises to staff; ensures National Staff Policy and other important documents are available in relevant language versions;

·      enforces equity and transparency of recruitment, remuneration (salary scale, per diems, etc.), and other processes.

HR Planning and Recruitment Process

·      Following HR planning, coordinates all phases of the recruitment process across all offices, and ensures the quality standard of all the procedures, providing relevant guidance to others;

·      prepares the schedule and structure of the recruitment process; coordinates the collection of references, sends rejection letters to non-selected candidates, and communicates acceptance to the selected candidates;

·      longlist applications ensuring CP minimum requirements; together with hiring managers coordinate the rounds of interviews, set the most adequate method or techniques of testing required competencies/qualifications for the position (technical test, practical tasks, video questionnaires, etc.); coordinate the evaluation of each round;

·      checks the references both internally and externally;

·      provides the candidate with all contract and conditions related information, clarifies the candidate´s expectations and requirements; guarantees the information is clarified before the offer is made;

·      enhances the recruitment tools (advertisement, tests, etc.).

Staff Onboarding / Termination

·        The HRO coordinates and ensures new staff with in-country general induction (programme, operational) using relevant check-lists and following updated PIN procedures, summaries this in written form for new staff;

·        Provides induction/training on National Staff Policy, Code of Conduct and other key policies, and relevant HR policies/procedures for all staff (for new staff as part of the HR induction process);

·        When the contract termination is indicated, launche and coordinate with relevant management and support department members the procedures according to PIN HR procedure;

Timesheet and payroll management

·      The HRO ensures the timely collection of employees’ timesheets and their placing in the ELO folder;

·      Collaborate with the CP departments (LMs) to ensure accurate data provision for payroll purposes.

Evaluation and Capacity Development

·      The HRO ensures that the feedback and evaluation procedures are managed properly and applied on time;

·      Based on outcomes from the evaluation procedure, identifies needs for professional development and informs HR and CP management;

Employee Support

·      The HRO functions as the focal point for all staff in terms of complaints and other issues, and informs timely HR Manager and other SMT members about such issues, to launch the appropriate procedure;

·      When necessary, provides consultancy to staff on mission (PIN guidelines and other consultancy).

Requirements:
