This position is considered Hybrid, mostly remote with in-person trainings and meetings as needed.
Job Summary:
This position performs professional level work compiling, evaluating, prioritizing and executing the County's Strategic program(s) and project level Initiatives. The position allocated to this class Supports key business and technical initiatives and supports Enterprise PMs to evaluate and analyze initiatives at the pre-project stage along with assisting in implementation of projects across the County. Often works directly with County Elected Officials and Executive Management team.
Duties:
Act as liaison between business and technical teams to create a smooth and functional process of gathering information and implementing projects.
Identify and analyze complex business problems and potential risks/issues; define the scope of activities required to address the issues, including requirements definition and impact assessment.
Develop Project performance reviews for management in all operational areas to quantify post-project benefits realization as well as lessons learned.
Assess, research, analyze and document sponsor/stakeholder needs.
Decipher various business requirements into functional specification and manage such changes.
Develop and maintain end-user documentation and video tutorials.
Work closely with project teams to enhance and streamline processes, operations, and workflows.
Support the Project Management Team pre-project data and idea validation, executing, controlling and closing phases.
Develop and maintain strong relationships with internal/external team members.
Coordinate and provide support to the business with the process implementation and participate in development and reviews.
Identify issues and escalate/manage resolution as required.
Performs other related duties as required/assigned.
Minimum Requirements:
Bachelor's Degree from an accredited college or university in MIS, computer science, business administration or a related field.
Six (6) years of progressively responsible Business Analyst experience in a business, IT or government environment.
Related Certifications including PMP, Agile, CCBA, CBAP etc. Preferred, not mandatory.

Expert Level data mining skills used to effectively gather AND visualize actionable data and trends for our management team(s)
Knowledge of operations and requirements for the assigned department or area.
Vast Knowledge of ERP implementation processes and all associated working elements of modern ERP systems.
Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
Skilled in establishing and maintaining effective working relationships with key stakeholders.
Ability to work with customers to understand business process and needs.
Ability to analyze business problems and identify multiple potential solutions.
Skill in conducting gap analysis.
In depth understanding of SaaS ERP platforms and integration with 3rd party applications.
Ability to work in a team environment to collaborate on solutions and to manage development initiatives through to completion.
Exemplary verbal and written skills; ability to write clear and well-structured business requirements/documents, and strong presentation skills.
Ability to quickly learn organizational structure, business strategies and processes.
Experience working in a dynamic and technically challenging environment.
Ability to effectively discuss issues and resolve conflicts in a positive manner.
Ability to research legal documents, codes, and regulations.
Ability to review and evaluate the work of others and provide advice and assistance on work improvements.
Ability to write reports and other documents in a clear and concise manner.
