CWMD Strategic Intelligence Planner

Background:

The purpose of this task order is to provide subject matter expertise to conduct strategic studies and assessments for the analysis, assessment, and synchronization of the UCP CWMD mission in order for USSOCOM to more effectively synchronize the global DOD CWMD mission. Subject matter experts shall conduct CWMD mission and Intelligence analysis, as well as CWMD and Intelligence planning. The Subcontractor shall support planning and analysis of DOD’s CWMD mission. The Subcontractor shall oversee the development of required memorandums of agreement and support agreements as well as manage resource transfer associated with USSOCOM assuming the CWMD mission synchronization.

Responsibilities:

• Provide support to SOCOM Intelligence Planning/Joint Intelligence Preparation of the Operational Environment/Intelligence Preparation of the Battlefield (IP/JIPOE/IPB)

• Develop products to depict/characterize/assess adversary CWMD capabilities, entities, venues and associated political and military implications.

• Respond directly to leadership tasking by monitoring CWMD threat intelligence, fusing available information, and responding to RFIs from a variety of parties.

• Support preparation of a variety general CWMD intelligence products, including briefings and in-depth reports (including but not limited to: WMD Master Site Lists, Global WMD Surveys, WMD Personality Lists, CWMD JIPOE Assessments, WMD related target folders and JPEC Annex B inputs).

• Provide intelligence support to CCMD and partner nation planning efforts as required.

• Provide support to SOCOM in Intelligence Planning/Joint Intelligence Preparation of the Operational Environment/Intelligence Preparation of the Battlefield (IP/JIPOE/IPB).

• Work with intelligence analysts and operational planners to develop CWMD Joint Intelligence Preparation of the Operational Environment (JIPOE).

• Synchronize full-intelligence support to CWMD global campaign plan.

• Integrate Intelligence products/analysis into the Joint Planning Group (JPG) to support campaign plan development Global WMD Surveys, WMD Personality Lists, CWMD JIPOE Assessments, WMD related target folders and JPEC Annex B inputs).

• Work with intelligence analysts and operational planners to develop CWMD Joint Intelligence Preparation of the Operational Environment (JIPOE).

• Synchronize full-intelligence support to CWMD global campaign plan.

• Integrate Intelligence products/analysis into Joint Planning Group (JPG) to support campaign plan development.

• Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.

Requirements:

• 2 years’ experience with doctrinal intelligence support leveraging intelligence community architectures, familiarity with Joint Publication 2.0 and JIPOE.
• 2 years’ experience in Intelligence Community analysis and production, collection, and warning requirements management.
• 2 years’ experience in Combatant Command (or equivalent level) plans support for the CWMD mission set.
• Functional knowledge of JP 3-40.
• 2 years’ experience in intelligence planning activity, support to development of Annex B, OPLANs, CONPLANs, OPORDs, etc.
• Strong analytic writing and briefing skills.

Highly Desired:

• Prior JS or CCMD intelligence planning experience.

Security Clearance:

• Must possess an active Top Secret/SCI clearance.
