Essential Job Functions:
- Compliance Oversight: Develop, implement, and maintain comprehensive compliance programs to ensure adherence to federal, state, and local labor laws, with a particular focus on Davis-Bacon and Related Acts.
- Technology: Implement and maintain a technology platform such as Points North for DBRA prevailing wage administration for certified payroll reporting.
- DBRA Expertise: Serve as the subject matter expert on DBRA regulations, providing guidance and interpretation to HR staff, project managers, and other stakeholders.
- Audits and Investigations: Conduct regular internal audits to assess compliance with DBRA and other labor laws, proactively identifying and addressing any potential issues.
- Risk Mitigation: Develop and implement risk mitigation strategies to minimize the potential for non-compliance, including training programs, policy updates, and proactive monitoring.
- Policy Development: Draft, review, and update company policies and procedures related to labor law compliance, ensuring they are clear, concise, and aligned with current regulations.
- Recordkeeping: Maintain meticulous records of employee classifications, wage determinations, payroll data, and other relevant documentation to support compliance efforts.
- Collaboration: Work closely with HR, legal, and operations teams to ensure seamless integration of compliance practices across the organization.
- Training and Education: Develop and deliver training programs to educate employees on DBRA requirements and other relevant labor laws.

Required Skills/Abilities:
- DBRA Mastery: In-depth knowledge of Davis-Bacon and Related Acts, including prevailing wage determinations, certified payroll requirements, and compliance reporting.
- Labor Law Expertise: Comprehensive understanding of federal and state labor laws, including FLSA, FMLA, ADA, and EEO regulations.
- Analytical Skills: Strong analytical and problem-solving abilities, with proficiency in interpreting complex regulations and identifying potential compliance risks.
- Attention to Detail: Meticulous attention to detail, ensuring accuracy and completeness in all compliance-related documentation and processes.
- Communication: Excellent verbal and written communication skills, with the ability to effectively convey complex information to diverse audiences.
- Leadership: Demonstrated leadership and project management skills, with the ability to drive compliance initiatives and influence positive change.
Education/Experience:
- Education: Bachelor's degree in Human Resources, Business Administration, or a related field or equivalent work experience. A Master's degree in Human Resources Management is highly desirable.
- Experience:
- A minimum of 5 years of progressive experience in Human Resources with a focus on labor law compliance, with a significant portion dedicated to Davis-Bacon and Related Acts (DBRA) compliance.
- Proven track record of successfully managing complex compliance programs and mitigating risk in a dynamic environment.
- Experience conducting internal audits and recommending/implementing corrective actions to address compliance gaps.
- Demonstrated ability to interpret and apply federal, state, and local labor laws, regulations, and agency guidelines.
- Experience developing and delivering training programs on compliance-related topics.
- Certifications:
- Certified Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification is preferred.
- Additional certifications related to labor law compliance or DBRA are a plus.
