About the opportunity
Catalpa is seeking a Communications Consultant to support us with project deliverables across several projects over the coming months.
We are looking for a multi talented communications professional experienced in developing public awareness and/or advocacy campaigns in the social and/or community sector. Your varied portfolio of projects will involve writing communications and developing creative messaging suitable for multiple and diverse channels and audiences. The Communications Consultant will contribute to the successful implementation of our projects by:
- Planning, developing and delivering communication products and campaigns aimed at increasing awareness across a range of audiences including national government, Suku level and community stakeholders
- Advice on approach to communication and advocacy approaches across a range of project areas (working in a range of sectors with different key audiences)
- Working with a team to collate evidence and produce success stories and lessons learnt to support delivery of advocacy campaigns
- Delivering quality and engaging communications products such as:
- newsletters, updates, brochures
- digital content development, design, and social media engagement for Facebook paid ads including audience targeting to generate the most impact from the Facebook ads, LinkedIn, and X (formerly known as Twitter)
- program and event promotion such as through community radio, TV and newspapers including radio talk shows
- collateral for diverse audiences (government, community service organizations, providers and communities) and channels
- Change stories and/or case studies to inform and build engagement with key stakeholders (desirable: Video content and editing skills)
- Content to support project teams for use in promotion strategies, including materials translated into Tetum
- Prepare articles and images for publication or presentation as required with an understanding of accessibility standards and print quality standards
About the consultancy:
1. Promoting birth registrations
- 20 days input from 1 September 2024 - 31 October 2024
Reporting to the Team Leader, the Communications Consultant will:
- Work with Design Lead and Graphic Designer to develop the communication products needed for this project for example banners, posters, TV ads, newspaper ads and social media
- Develop and implement social media campaign including identifying target audiences and targeting of social media posts to the demographic needed
- Advise on styling and formatting of training materials and manuals
- Plan, oversee, and produce video content from awareness campaigns and mobile birth registration processes. Capture compelling success stories that showcase the impact of Catalpa's initiatives, as part of MBR project.
2. Social Accountability & Inclusion
- 15 days input from 1 September 2024 - 28 February 2025
Reporting to the Pilot Lead for this project, the Consultant will:
- Develop and implement an awareness campaign to promote social accountability and inclusion and health delivery standards with key Suku based stakeholders, in a language that is user friendly and accessible (local authorities, rural health services, rural communities, CSOs). This will involve:
- Identifying key groups like community leaders, residents, women, youth, and vulnerable populations and using local language and tailoring messages for different age groups.You will need to understand their preferred information sources, whether it’s radio, text messages, or community meetings.
- Using simple, clear language to explain why social accountability and inclusion matters, how people can get involved, and what benefits they will gain. The messages are relatable and straightforward.
- Establishing the right channels, such as using posters in public places and holding community meetings to reach people. For digital engagement, investigate the use of social media platforms like Facebook or WhatsApp and send updates via text messages.
- Launching and maintaining the Campaign - starting with an engaging event or announcement. Keep the momentum going by regularly sharing updates and encouraging participation through stories and reminders.
- Monitoring and adjusting - collect feedback from the community using suggestion boxes or surveys. Use this feedback to adjust your campaign approach and improve its effectiveness.
- Evaluating Success - track how many people you’ve reached and assess any changes in attitudes or actions. Share the results with the community to show the impact of their involvement.
- Work with colleagues and stakeholders develop a set of success stories and/or case studies to share lessons from implementation in Pilot locations - audience will include other Pilot locations and National level stakeholders include government and donors
3. Other project work as tasks and negotiated with the consultant:
There may be some other project work required that relates to design of awareness campaigns and the development of communications materials in collaboration with our Graphic designer.
Requirements
- Fluent Tetum, Portuguese and English language skills
- Minimum three years relevant communication skills including social media and traditional media
- You will need substantial experience working with different clients in the Timorese context, including in the international development sector, to craft compelling and engaging communications
- You’ll be highly motivated and personable, you will have excellent interpersonal skills. You will use these in working collaboratively with colleagues across project teams and in providing advice and support
- Exceptional written and verbal communication skills
- The ability to craft simple and compelling stories and messages that have the power to shape ideas and opinions. You have passion to create positive change and use your passion for communication to shape a better world
