Position Overview: The Senior Project Manager (SPM) will serve as the department’s main representative in the production of various public disclosure reports for NYCEDC and its affiliated entities, coordinating with internal and external partners to compile a large amount of statistical information. The incumbent is also responsible for a portfolio of approximately 60 NYCIDA and Build NYC projects. Additionally, the SPM will also be required to maintain subject matter expertise in one or more area(s), as assigned by the Senior Vice President (SVP) and/or Vice Presidents (VPs). The SPM should be able to work autonomously when necessary and manage projects and tasks to completion. The SPM is expected to communicate openly and effectively with NYCEDC President’s Office and Senior Staff, be attentive to Management’s needs, and collaborate with others.
Essential Duties & Responsibilities:
- Manage a portfolio of NYCIDA, Build NYC, and other NYCEDC agreements
- Collect, analyze and convert a large set of data and comprehensive information obtained from various internal and external partners into written reports
- Train, manage, and provide guidance to other departmental team members on areas of subject matter expertise.
- Read and interpret transaction documents to determine project requirements
- Obtain and analyze required reporting documents in order to verify client compliance with various project requirements including employment thresholds, benefit caps, construction completion, insurance, subtenant, and fee requirements
- Provide direction and instruction to Project Managers (PM) with limited input from Compliance SVP or VPs.
- Draft and send correspondence to clients in order to explain compliance requirements, meet with clients to explain requirements, attend project pre-closing meetings
- Maintain files and draft correspondence/memos documenting client compliance, defaults, and corrective actions
- Perform site visits for clients that are delinquent and/or to verify construction commencement and completion
- Build relationships with clients, outside attorneys, trustees and members of NYCEDC Departments
- Present to Senior Staff, the Board of Directors and/or various internal committees
- Other duties as assigned
Subject Matter Expertise:
- Manage the production of various public disclosure reports on behalf of NYCEDC and its affiliated entities, under supervision of Compliance Senior Management
- Oversee data verification and correction process in preparation for required annual reporting to various oversight authorities
- Collaborate with team members across NYCEDC to collect and analyze data
- Analyze data to produce reports that provides insight on project and program performance
- Communicate findings to Senior and Executive Management through presentations and written reports
Qualifications:
- Bachelor’s Degree or Advanced Degree in business, economics, finance, law, real estate development, public policy or related field
- At least 3 years of professional experience in compliance, asset management, finance, contract administration, customer relations and/or relevant fields
- Advanced proficiency in Microsoft Excel and other data visualization and analysis programs. Proficient in MS Word and Power Point.
- Ability to read, interpret, and analyze legal documents
- Demonstrated presentation skills, with the ability to deliver informative presentations.
- Ability to adapt to changing priorities and circumstances
- New York City residence is required within 180 days of hire
Preferred Qualifications:
- JD, MBA, MPA, MPP, or other relevant degree
- Tax, audit, legal, financial or real estate experience, experience or familiarity with tax policy and/or bond financing
Salary Range
$78,000—$80,000 USD
