This Assistant Facilities Security Officer (AFSO) position is contingent upon award of work to IERUS. Without appreciable supervision, the AFSO is responsible for administering security programs and procedures for classified and/or proprietary materials, documents, and equipment for an assigned area(s). The AFSO will initiate plans, projects, and develop a schedule to meet project goals. The AFSO will respond to a variety of inquiries of complex and diverse problems using a comprehensive knowledge of the U.S. Government Industrial Security Programs (NISPOM 32 CFR Part 117) and a complete and thorough understanding of established policies, procedures, and practices for safeguarding National Security Information.
The AFSO exercises considerable judgment to develop solutions while providing leadership and guidance to employees, supervisors, managers, and contractors on appropriate action(s) to be taken to ensure compliance with classified security programs.
This position performs security responsibilities regarding National Industrial Security Program (NISP) including day-to-day coordination of program security disciplines with Program Management.
The AFSO must possess the ability to identify issues and develop solutions to a variety of complex problems of diverse scope. Excellent communication, analytical, computer, and interpersonal skills are required. Must be able to effectively interface, influence, and counsel employees, managers, and external contacts. Must be able to analyze and interpret data, initiate and plan projects, produce appropriate clear, concise and detailed documentation, and present results to a variety of audiences. Must be able to work independently and on a team.
Job Duties and Responsibilities:
- The AFSO position is contingent upon award of work;
- Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program;
- Administer and coordinate all aspects of security activities in accordance with IERUS policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information;
- Liaison with government agencies, external customers, contractors, employees, and managers. Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with National Policy;
- Develop and implement security Standard Operating Procedures (SOPs), Emergency Action Plans, and Program Protection Plans;
- Plan, develop, and manage specialized security programs and procedures for both classified, CUI, and proprietary materials, documents, and equipment (OPSEC);
- Develop, review, and implement DOD classified procedures;
- Prepare, review, and submit personnel security access requests;
- Investigate and review all security violations, preparing reports, and recommending specific preventive and corrective action to be taken;
- Act as security spokesperson to brief/debrief personnel;
- Maintain the strict confidentiality of sensitive information;
- Serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) entering or leaving the facility, including electronic data transfer;
- Prepare, review, and process personnel security clearance requests;
- Implement visitor control procedures ensuring compliance with National Policy;
- Maintain receipt and dispatch, document control, personnel records, and combination records;
- Implement and manage access control system for IERUS and/or assigned business unit(s) classified areas;
- Access, review and submit Program Access Request using Government Systems as required;
- Prepare and administer program indoctrination and debriefings. Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program;
- Prepare and submit status reports to applicable government agencies, with review as appropriate from security management and/or Company management.;
- Set up SAPFs, SCIFs, and Open Storage Areas in accordance with National Policy (physical security, facility security and access control, network and IT security, cryptography, personnel, etc.);
- Collaborate with external customers, accrediting officials, facilities management, and corporate stakeholders through the SAPF/SCIF/Open Storage Area accreditation process for new facility construction;
- Manage the annual inventory of accountable holdings in accordance with policies and procedures;
- Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of IERUS. Expected to work in a safe manner in accordance with established operating procedures and practices;
- Other duties as assigned or required.
Qualifications:
- BS or MS degree in Business or a related discipline;
- 3 or more years of professional classified security experience in a corporate or government environment. May substitute equivalent experience in lieu of education;
- Experience with DOD processes and procedures or an equivalent regulatory environment and/or military training is a plus.
- Active Top Secret DoD Security Clearance preferred, or an active Secret clearance at a minimum;
- SAP experience preferred;
- Must be a U.S. Citizen;
- Must have experience with DOD processes and procedures. Must have a comprehensive understanding of the NISP, and 32 CFR Part 117 NISPOM Rule and a complete and thorough knowledge of established policies, procedures, and practices for safeguarding National Security Information;
- Must possess the ability to identify issues and develop solutions to a variety of complex problems of diverse scope;
- Strong communication, analytical, computer, and interpersonal skills are required;
- Must be able to effectively interface, influence, and counsel employees, managers, and external contacts; analyze and interpret data;
- Initiate and plan projects; produce appropriate clear, concise, and detailed documentation; and present results to a variety of audiences;
- Must be able to work independently on a team, and represent the company as the prime contact on external projects;
- Must have completed the FSO Program Management for Possessing Facilities IS030.CU;
- Demonstrate ability to manage internal and external record management systems (i.e., DISS/ NISS, NCCS, ACCS, SIMS); and
- Must live within reasonable distance of IERUS facilities in order to respond quickly to security emergencies;
- Able to work extended hours.
