Job Title: Technical Training Liaison (NWS 00711)
North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The Environmental Safety and Health Directorate has an opening for a Technical Training Liaison in the Safety Education and Training Office. The successful candidate will leverage various adult learning theories and instructional strategies to deliver impactful in-person training focused on Environmental Safety & Health. The successful candidate will collaborate closely with instructional designers and subject matter experts to ensure that training programs meet Department of Energy (DOE) directives and the labs requirements and effectively engage a diverse audience across multiple generations. This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.
Essential Duties
- Lecture, deliver and present engaging in-person instructor-led training sessions, and proctor performance-based practical evaluations on various ES&H topics.
- Lead the design and development of advanced training programs and methodologies, ensuring they meet DOE standard and serve as the principal contact for instructor-led training-related inquiries and initiatives, representing the organization in external engagements.
- Create and facilitate the development of training materials that align with best practices in instructional design and leading learning principles ensuring they are relevant, engaging, and effective for adult learning and retention.
- Develop in-depth training effectiveness evaluation data collection strategy, and recommend improvements based on analysis, stakeholder feedback and regulatory changes and to implement corrective actions that enhance program efficacy and impact.
- Assess equipment and software requirements and make recommendations based on desired functionality and identified needs.
- Collaborate with directorate personnel to assess and address the training needs, ensuring relevance and effectiveness and develop, present, and facilitate concurrence on proposed strategies and solutions.
- Revise, refresh, and revamp course content, including text, scripts, graphics, and assessments.
- Utilize various instructional tools and technologies to enhance the learning experience and keep training materials current with industry trends.
- Mentor and guide less experienced training staff and foster a collaborative environment.
- Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Engineering, Physical Science, Occupational Health and Safety, or other related technical field, or equivalent combination of education and related technical experience.
- Significant experience with training design, development, and implementation of ES&H training programs relevant to Radiation Protection.
- Advanced ability to create engaging and effective training programs for diverse adult audiences thru instructional design and adult learning theory application.
- Comprehensive experience working collaboratively with leadership, subject matter experts, and personnel at all levels, leveraging facilitation, presentation, and communication skills to clearly convey strategic guidance and drive active engagement for stakeholders at all levels.
- Excellent presentation skills with experience in interactive classroom environments.
- Broad knowledge of health and safety measurement and radiation monitoring equipment, with the ability to integrate this knowledge into training programs.
- Comprehensive experience working collaboratively with leadership, subject matter experts, and personnel at all levels, leveraging facilitation, presentation, and communication skills to clearly convey strategic guidance and drive active engagement for stakeholders at all levels.
- Advanced ability to develop training effectiveness data collection strategies and implement corrective actions to improve effectiveness and efficacy of evaluated programs.
- Competent at managing multiple tasks and prioritizing work based on changing priorities.
Desired Skills, Knowledge, and Abilities
- Knowledge with regulatory compliance in environmental safety and health training, particularly within the Department of Energy (DOE) framework.
- Extensive experience in developing varied training programs that meet DOE standards and requirements in a National Lab.
- High proficiency using multimedia design, and web-based learning authoring tools including Adobe Creative Cloud applications (e.g., Illustrator, Photoshop, Rush, Premier Pro), Adobe Captivate, and Articulate 360.
Special Requirements
Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
