Position Title: ADAP Eligibility Specialist
Location: Onsite, Arizona

Overview:
This position will serve as a programmatic specialist for the AIDS Drug Assistance Program (ADAP) for the Office of HIV & Hepatitis C Services at the Arizona Department of Health Services (AZDHS). This includes working collaboratively with a multidisciplinary team to provide education, outreach and support to people living with HIV/AIDS to select, enroll in and maintain appropriate health insurance coverage and enrollment in medication assistance programs.
Qualifications:
•Associate degree required in social sciences, health or human services. Bachelor’s degree in related field preferred.
•Clinical or community experience serving adults with HIV/AIDS and supporting health benefit and other public benefit eligibility programs.
•Experience with health education, community outreach, linkage to care, social services.
•Prior trauma-informed care, HIPAA or Ryan White Case Management certification preferred.
•Ability to establish and maintain effective working relationships with a variety of clients who are living with HIV/AIDS, in order to collect, verify, organize and analyze information to determine eligibility for health insurance coverage, medication assistance or premium assistance programs, and other public benefit programs.
•Knowledge of Medicaid, Medicare, ACA Marketplace and private insurance rules, regulations and reporting requirements.
•Must be able to read, understand, and interpret rules, regulations and instructions pertaining to health insurance and other public benefit programs.
•Must be able to demonstrate ethical behavior in diverse situations and use critical thinking skills.
•Strong written and verbal communication skills required.
•Proficiency in Microsoft Office Suite.
•Maintain and have a valid driver's license and insurance.
Responsibilities:
•Educates clients about available health insurance programs including Medicare, Medicaid, the ACA Marketplace and private insurance.
•Determines clients’ eligibility for healthcare insurance programs and other public assistance programs and assists client in enrolling when eligible.
•Assists clients with any health care plan questions, concerns or issues to increase coverage.
•Assists clients who are eligible for insurance through the ACA marketplace or ADAP with online applications for premium subsidies and cost sharing discounts.
•Ensures that client information is updated as required by benefit providers.
•Refers clients with appeals, grievances, and complaints to the appropriate agency; assists client with appeals, grievances, and complaints as needed.
•Provides program follow-up as needed.
•Enters client data for enrollment in and timely recertification for the ADAP or Medication Assistance Programs.
•Provides HIV/AIDS case management as needed to individuals served to ensure ongoing enrollment in appropriate health insurance programs.
•Accurately tracks and documents all work activities per AZDHS requirements, health benefit program requirements and Ryan White Program requirements.
•Routinely communicates with all relevant stakeholders and programs regarding client status and needs.
•Completes referrals, follow-ups and all relevant documentation clearly, concisely and within established timelines.

This position is hybrid in Arizona. CDC Foundation retains the right to make adjustments to this as required.
This position requires the regular operation of a motor vehicle during the course and scope of employment as an essential function of the job. As such, Employees in this position must possess and maintain a valid driver's license in their state of residence, must self-report motor vehicle violations/convictions, and must provide proof of acceptable insurance coverage with mandatory minimum coverages as set forth within the Driver Safety Motor Vehicle Policy (“Policy”).
