<p>We are looking for a detail-oriented procurement specialist to join Huawei Finland R&D. This role's main responsibility is to support our business team for software, hardware, and services purchase while also foucing on the internal control regulations during the procurement process. The ideal candidate will work closely with R&D, Legal, Admin and<br>headquarter procurement team to ensure timely procurement while maintaining compliance and quality standard.</p><p><strong>Main Responsibilities:</strong></p><p>- Collect and analysis purchase requirement, develop corresponding suitable procurement strategy (biding or negotiatio), to meet the project target in final. Analyze internal requirements and market supply resources to support the overall purchasing strategy for Procurement related categories – HR, Equipment & Instrument, software, and R&D service, etc.</p><p>- Take responsibility for the overall purchasing strategy for service, materials and equipment to achieve the target of reducing TCO, enhancing efficiency and transaction safety, Undertake the responsible for Requests for Quotation (RFQs), Requests for Proposal (RFPs), and Requests for Information (RFI) to relative supplier, implement corresponding supplier selection methods and criteria. </p><p>- Maintain and execute procurement strategies for the relative material category of Finland Research Center, to gain competitive advantages in the category and ensure high-quality delivery. </p><p>- Assist in the negotiation of frameworks agreements or contracts with service/resources providers and material supplier. </p><p>- Following the procurement process control rules, proactively identify process issues in procurement selection and qualification process and optimize process to adaptation to local. Control and optimize the purchasing process, monitor its’ status and make optimization suggestions for beneficial new requirement handlings</p><p>- Organize enablement training for pan procurement personnel on procurement process.</p><p>- Evaluate the performance of the suppliers and drive improvement</p><p><strong><strong>Requirements</strong>:</strong></p><p>- Master’s degree or above, 3-5 years procurement experience or above.</p><p>- Fluent English, English is the first working language. </p><p>- Excellent communication and interpersonal skills combined with team spirit, openness for an international environment and Chinese business culture.</p><p>- Ability to work independently in a fast-paced changing environment, Fast learner, Goal oriented, Circumspect and patient, Self-driven, Proactively.</p><p>- Have a strong understanding of project management methods be able to promote and execute general procurement strategies.</p><p>- Proficient knowledge on supplier selection method, skilled negotiation capability, and enable the two parties to reach an agreement.</p><p>- Proficient in the material knowledge of related categories, proficient in the procurement business process, and be able to operate relevant IT tools well.</p><p>- Proficient in procurement business environment and business model, understand local laws and regulations, and international trade and import and export knowledge.</p><p><strong>L</strong><strong>ocation: </strong>Helsinki, Finland.</p><p><strong>Type of Job: </strong>This is a full time consultant position.
