POSITION PURPOSE:
The Assistant Project Manager/Field Engineer will serve on a Dept of Energy construction project located in Albany, Oregon. Primary responsibilities will be to manage all aspects of the construction, and engineering projects (e.g., technical, financial, and scheduling). Candidate must be willing to commit to a long-term presence at the project site. Will coordinate with client and regulatory project stakeholders with development and implementation of project strategies and provide mentorship to junior level staff in the areas of project planning, execution, and management.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Liaise between service requests and project stakeholders.
- Manage equipment inventory.
- Maintain daily logs and records of maintenance activities.
- Participates in project administration, construction planning, site layout, means and methods, scheduling, material procurement verification. etc.
- Facilitate meetings to hire architectural and construction subcontractors.
- Manage site training database, and file copies of contract-required training certification.
- Monitor field work to ensure compliance with project standards, procedures, and codes.
- Receive, log, prepare and distribute material receipts.
- Develop and maintain LEED requirement document logs, punch lists/work deficiency, close-out documents, etc.
- Support the PM with logging and processing daily reports, submittal review and verification and other records and reports.
- Conduct administrative and document support duties including local office, project start-up and close-out processes.
- Assist in the development, planning, analysis, evaluation and prioritization of project deliverables and requirements.
- Preparation of progress and special reports to customers and North Wind management.
- Perform engineering studies and assist with the development of project reports.
- Support the Project Manager (PM) with logging and processing daily reports, project correspondence, submittals, meeting minutes, and other records and reports.

MINIMUM QUALIFICATIONS:
Education and Experience:
- High school diploma
- Minimum of 5 years of field experience.
- Previous experience on large commercial projects desirable.
- Previous experience on construction project involving high end exterior and interior finishes.
- Significant experience with earned value reporting and project baseline management.
- Strong field subcontract management experience.
Skills and Abilities:
- Working knowledge of applicable building specifications
- Ability to read and interpret project documents, specifications and drawings.
- Ability to tightly manage schedules and budgets.
- Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and clients, as well as outside business associates.
- Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, coworkers as well as the general public.
- Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project).
- Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
- Excellent proof-reading and writing skills.
- High degree of sensitivity regarding confidential client and employee information.
- Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, and capable of prioritizing workload.
- Knowledgeable of construction quality requirements and be able to support the Quality Manager in implementation if needed. Examples include verification of compliant material receipts and/or field installation to contract specifications or requirements.

- Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, staff and the general public.
- High degree of sensitivity and ability to maintain confidential client and employee information.
- Experience in Civil / Structural construction preferred.
PHYSICAL DEMANDS:
- Ability to sit and/or stand for extended periods of time.
- Ability to walk, reach with hands and arms, talk, and hear.
- Ability to perform repetitive movements of the fingers, hands, wrists and arms.
- Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
WORKING ENVIRONMENT:
Works mainly in the field on active construction site that utilizes heavy machinery and various construction equipment to erect a multistory industrial building.
