The Operations Manager (Project Manager) is expected to be responsible for the overall planning, implementation, and management of the award, ensuring an integrated and collaborative vision among different components and actors, and a focus on achieving the results defined in the contract. This position will oversee all security, risk management, risk mitigation, analytical, and field activities. This individual will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. S/he should be able to offer solutions in a complex and dynamic security environment.
Requirements
- A master’s degree, ideally in public administration, business administration, international development or a related field area
- 10 years of experience in a relevant field (e.g., criminal science, police service, military or security operations, crisis management, international development);
- Of the ten (10) years, a minimum of seven (7) years of experience in security management, crisis management in Burkina Faso or experience in a similar high threat location in West Africa.
- Demonstrated experience in successful collaboration with senior (local and national) government officials, development partners, and civil society organizations (USAID, United Nations, Red Cross)
- Required oral and written fluency in French and English.
- Highly preferred candidates shall be fluent in the local Burkinabè language, but not required.
- Experience with Humanitarian relief operations and NGOs on security related tasks in high-risk environments is proffered.
- Demonstrated capacity to network and communicate orally and in writing to stakeholders, at multiple levels in a clear, concise, and well-organized manner on security related issues;
- Specialized expertise and demonstrated knowledge in managing security operations of a USG agency, bilateral or multilateral organization, international non-governmental organization or private company operating in a similar space;
Key Responsibilities
- Stay informed on USAID/Burkina Faso and Embassy safety and security policies, practices, and notifications, especially as they apply to or affect USAID’s Implement Partners (IP) in Burkina Faso
- Analyze, prepare, and brief Risk Assessments
- Safety and Security Training
- Managing Communications by social media, reports, and in-person briefings maintaining key partnership and stakeholder relationships
- Identifying and mapping locations of IP operating areas and monitoring the security and safety situations in those areas
