OVERVIEW 
Full-time/Permanent Employee  
Location: Dayton, OH 

As a Jira Administrator II, you will play a pivotal role in configuring, maintaining, and optimizing Jira systems to support organizational goals and Agile methodologies. You will be responsible for setting up and managing Jira projects, objects, workflows, boards, and metrics, ensuring they align with the EXPANSIA Agile Way and meet the needs of both government and contractor teams. In this role, you will provide training to users, establish best practices, and identify opportunities to enhance operational workflows. With your expertise in Jira administration and technical standards, you will contribute to the seamless integration of Jira within the organization's broader IT infrastructure, enabling efficient collaboration and project management. 

The proposed salary range for this position is $81,500 - $115,700. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. RESPONSIBILITIES

  • Administers, develops, configures, implements, and maintains Jira systems to support organizational objectives 
  • Maintains configuration of Jira plugins and integration 
  • Responsible for Jira system account management including roles and users 
  • Sets up and maintains Jira objects, including Epics, Capabilities, Features, Stories, Tasks, Tests, Projects Tree, and Tags, ensuring compatibility with the EXPANSIA Agile Way 
  • Configures and maintains Jira Boards, Metrics, Risk Boards, Requirements, and other features 
  • Provides training to government personnel and contractors on the effective use of Jira tools and systems 
  • Establishes and implements standards for Jira operations, workflows, and best practices based on organizational requirements 
  • Monitors, moves, and updates Jira configurations using prescribed methodologies to optimize performance and usability 
  • Identifies opportunities to improve operational workflows and implements effective solutions within Jira 
  • Creates and maintains detailed documentation, training materials, and diagrams for Jira-related processes and systems 
  • Ensure 100% of planned hours are worked and recorded 
  • Identify and forward to your leadership any opportunities that could lead to growth within your work area 
  • Ensure all contractual deliverables are met/exceeded to the customer's satisfaction 
  • Completes personal PDP and attend Staff Meeting and Storytime (with camera on) 
  • Within your program, build productive and positive professional relationships with clients 
  • Performs other related duties as assigned 

KEY QUALIFICATIONS

  • Clearance: Active TS/SCI 
  • Experience and Education: Bachelor’s degree (or equivalent experience) with 2-4 years of experience, or a Master’s degree with 2 years of experience. 6+ years of experience with a degree. A minimum of 2 years of specialized experience is required.

  • Atlassian Certified Professional (ACP) 
  • Proficient in setting up and maintaining Jira projects, objects, boards, and metrics 
  • Strong ability to design Jira workflows, automate processes, and customize configurations for organizational needs 
  • Knowledge of scripting languages like PowerShell, Python, or Bash to create and maintain custom scripts when needed 
  • Familiarity with Agile frameworks and methodologies, ensuring alignment of Jira systems with Agile best practices 
  • Demonstrates the ability to work under general supervision and provide effective solutions to technical problems of moderate scope and complexity 

PREFERRED ADDITIONAL QUALIFICATIONS

  • Strong communication skills and experience collaborating with technical and business teams 
  • Scrum Alliance CSPO or CSM certified
