Assist with strategic documentation and implementation to achieve organizational goals. Gather information and create documents and presentations to improve the quality of existing materials by using journalistic principles. Write, edit, and organize a variety of documents, correspondence and other material for publication or presentation.

Performance Objective (PO). #1: Document creation, review, and editing. Gather information and create textual documents, presentations/briefings, and graphics to support communicating organization's mission, objectives, strategies, and programmatic direction. Generate and assist preparing material for differing audiences, including external stakeholders and senior leadership. Success = appropriately apply the necessary communication skills, principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources.
PO #2: Customer Relationships. Identify and engage in customer and stakeholder expectation management. Establish and maintain working relationships and customer networks, professional colleagues internal and external to the agency, and foreign partners. Success = Developing positive relationships, influence, and expectation management.
PO #3: Strategy Integration and Project Coordination Support. Use tools such as MS Word, MS PowerPoint, MS Notes, and Visio to assist monitoring and consolidating project information. Consult with technical personnel to integrate and maintain project information on a variety of platforms or software. Platforms and outputs could include: Confluence, shared drives, schedules, Gannt charts, work breakdown structures (WBS), and use of MS Project Success = Apply program management support principles, techniques, services, and practices to effectively achieve domestic/international program goals and objectives.

Due to federal contract requirements, United States Citizenship and position appropriate security clearance is required. (e.g. Active TS/SCI security clearance with agency appropriate polygraph).

Capabilities

  • Contributes to the development of sections of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements specifications, and Interface Control Documents
  • Manages system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s) – Department of Defense Architecture Framework (DoDAF), Service-oriented Architecture (SOA), etc
  • Assists with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components
  • Coordinates the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews that require cross-discipline coordination
  • Participates in an Integrated Product Team to design new capabilities based upon evaluation of all necessary development and operational considerations
  • Participates in the development of system engineering documentation, such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents
  • Participates in interface definition, design, and changes to the configuration between affected groups and individuals throughout the life cycle
  • Allocates real-time process budgets and error budgets to systems and subsystem components
  • Derives from the system requirements and understanding of stakeholder needs, functions that may be logically inferred and implied as essential to system effectiveness
  • Derives lower-level requirements from higher-level allocated requirements that describe in detail the functions that a system component must fulfill, and ensure these requirements are complete, correct, unique, unambiguous, realizable, and verifiable
  • Generates alternative system concepts, physical architectures, and design solutions
  • Participates in establishing and gaining approval of the definition of a system or component under development (requirements, designs, interfaces, test procedures, etc.) that provides a common reference point for hardware and software developers
  • Defines the methods, processes, and evaluation criteria by which the systems, subsystems and work products are verified against their requirements in a written plan
  • Develops system design solution that satisfies the system requirements and fulfills the functional analysis
  • Develops derived requirements for Information Assurance Services (Confidentiality, Integrity, Non repudiation, and Availability); Basic Information Assurance Mechanisms (e.g., Identification, Authentication, Access Control, Accountability); and Security Mechanism Technology (Passwords, cryptography, discretionary access control, mandatory access control, hashing, key management, etc.)
  • Reviews and provides input to program and contract work breakdown structure (WBS), work packages and the integrated master plan (IMP)

Required Qualifications

  • TS/SCI with agency appropriate poly
  • Seven (7) years’ experience in programs and contracts of similar scope, type and complexity within the Federal Government is required.
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
  • Five (5) years of additional SE experience may be substituted for a bachelor’s degree.

Required Technical Skills

  • Strong communication and collaboration skills and be a self-starter. Have a general understanding and experience in Agency and the SIGINT mission, and be able to partner with customers to forward mission goals and outcomes.
  • Advanced configuration ability with the Atlassian suite, specifically JIRA and Confluence.
