Search has been working in Nigeria since 2004. We have developed a robust toolbox of locally adapted approaches to preventing violence and building collaboration across dividing lines. Some of our flagship approaches in Nigeria include community-based peace architecture, early warning and response mechanisms, behavioral change media, and strategic communications, digital listening and response, and conflict analysis and research. Our programs are funded by a diversity of public and private donors, including the U.S. Department of State, USAID, the European Union, the Dutch Ministry of Foreign Affairs, the French Ministry of Foreign Affairs, and the Carnegie Foundation, among others. Search’s head office in Nigeria is in Abuja, with regional offices in Adamawa, Taraba, Bauchi, Jos, Benue, Kaduna, Rivers, Delta and Bayelsa. Search’s past and current projects in Nigeria touch on the following thematic areas:
1. Conflict sensitivity, analysis, and research
2. Conflict prevention, response, and resilience
3. Disarmament, Demobilization, Reintegration, and Preventing Violent Extremism
4. Democratic Governance and Elections
5. Promoting Freedom of Religion or Beliefs.

Required Short-Term Technical Services (STTS)
In delivering the above, Search for Common Ground in Nigeria requires the services of short-term technical consultants who will support its ongoing programs to achieve the respective goals and objectives between June 2024 to December 2024.

Position Summary
The Early Warning and Early Response (EWER) Officer's expected outputs are geared towards supporting the delivery of outputs and outcomes of the project as a whole. S/he will closely support the EWER Coordinator in implementing project activities and the production of expected reports for the project. The Early Warning and Early Response (EWER) officer will be responsible for assisting the EWER Coordinator in project-related activities, ensuring smooth operations of the project and consistency of project implementation with Search’s and donor regulations. He/she shall ensure that the project’s plans are in place and kept updated as per the project’s overall objective.

19 states in Northern Nigeria (Jigawa, Kano, Kaduna, Katsina, Zamfara, Sokoto, Kebbi, Borno, Bauchi, Gombe, Yobe, Adamawa, Taraba; Niger, Plateau, Nasarawa, Benue, Kwara, and Kogi). A total of 19 successful applicants (1 per state) will be engaged.

Roles and Responsibilities

  • Support the EW Coordinator in managing the Early Warning System (EWS) and integrated hub across the northern states with guidance from the National Conflict and Policy Analyst
  • Organize monthly meetings with Community Observers (COs) and quarterly meetings with Community Response Networks (CRNs)
  • Ensure that the EW system receives expected incident reports from COs, CRNs, and other stakeholders, and such reports are documented on the system analyzed in real-time, and disseminated to actors and communities for immediate response.
  • Collate and develop weekly EWS reports/analyses and Monthly updates to be shared with donors and other stakeholders.
  • Develop a bimonthly EWS bulletin to share in printed and electronic copies to local actors, government, and stakeholders including NGOs.
  • Participate and share analysis of EWS reports.
  • Document key success stories from the EWS reports, incidences, and/or responses of actors and stakeholders linked to the reports received from the system.
  • Support programmatic and logistical support and assistance to the EW Coordinator
  • Contribute to the preparation of funder reports
  • Participate in research in support of project implementation and development
  • Work with program staff in the development and continuous improvement of systems
  • Provide necessary support to implementing partners and government under the supervision of the program managers
  • Provide weekly and monthly progress reports to the supervisor and other country teams

Core Competencies

  • Demonstrate integrity and promote Search values and ethical standards;
  • Promote the vision, mission, and strategic objectives of Search;
  • Demonstrate capacity to adapt to a multicultural context, tolerance, and respect for issues related to gender, religion, race, and nationality;
  • Proficiency in the use of MS Office and MS Excel is required


  • A degree in conflict resolution, peace studies, peacebuilding, conflict management, or relevant field;

Required Experience

  • At least three (3) years of experience in early warning and conflict management  or related fields
  • Have supported the implementation of similar Early Warning and Early Response initiatives in Northern Nigeria
  • Relevant experience working in the non-profit and NGO sector or institutions providing conflict early warning and early response services.
  • Some level of experience with using conflict analysis tools;
  • Some level of experience in working with government officials, NGOs, and communities;
  • Understanding of the social, political, and economic context of the Niger Delta region and how it impacts conflict drivers and conflict in Northern Nigeria and targeted communities;

Other Relevant Requirements

  • Good knowledge of the local languages will be an asset.
  • Knowledge of civil society organizations, government agencies, private sector companies, and international development agencies, with experience working in partnership within some of these sectors;
  • Ability to work effectively in a team environment and strong interpersonal skills;
  • Commitment to Search’s aims and a clear understanding of the links between policy, lobbying, campaigning, and how policy change can be achieved through effective advocacy;
  • Ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems;
  • Good knowledge of the political, economic, and social dimensions of Northern Nigeria
  • Ability to work under extreme pressure in a highly stressful environment;
  • Willingness to keep abreast of new developments in the EW/ER field;
  • Basics financial management skills;
  • Knowledge of other languages spoken in the states will be an advantage;
  • Strong command of English language, with excellent written and oral communication and interpersonal communication skills;
  • A demonstrated commitment to high professional ethical standards and a diverse workplace; and
  • Ability to prioritize, plan, and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
