Pay Range: $112,223 – $149,566 annual compensation

An Assistant Diversity and Inclusion Director position is available with The City of Fort Worth Diversity and Inclusion Department. This position assists in working cross departmentally with leadership to identify small business contracting and capacity building opportunities, develop initiatives, implement activities and monitor programs to align access and opportunity services efforts across the organization; and direct the activities of the division/department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards and/or service offerings.  Provides highly responsible and complex administrative support to the Department Director.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major course work in public administration, contracts, data analytics, pre-law, business management, data analytics, political science, ethnic studies or a related field.
  • Six (6) years of increasingly responsible experience in federal, state or local small business development programs, or federal grant program management including financial reporting including three (3) years of administrative and supervisory responsibility. 
  • Valid driver’s license.

Preferred Qualifications:  

  • Ethical leadership principles.
  • Knowledge of the B2GNow Business Equity Management System or equivalent contract database tracking system used for monitoring contracts for compliance and setting Business Equity Goals.
  • Knowledge and experience with 49 CFR Part 26 federal level contracts/disadvantaged business enterprise regulations.
  • City of Fort Worth’s Business Equity Ordinance #25165-10-2021.
  • Experience within veteran, service-disabled veteran, women, race-neutral and race-conscious small business support programs.
  • Title I of the Americans with Disabilities Act of 1990 (ADA).
  • Principles of supervision, training and performance evaluation.
  • Data Analysis - Methods and techniques of conducting research, collecting statistical data and administration.
  • Principles and practices of municipal budget preparation and administration.
  • Developing workplace environments conducive to staff stability and growth.
  • Staff/workforce new skill development.
  • Change management.
  • Communicate professionally, clearly and effectively, both orally and in writing to internal, and external stakeholders that may hold different perspectives and experiences.
  • Legal writing.
  • Lean Six Sigma/creating efficient processes.
  • Problem Solving - Strategic and critical thinking
  • Organization and time management.
  • Teaching and facilitation.

The Assistant Diversity and Inclusion Director job responsibilities include: 

  • Directs the activities of the division/department, which includes planning, coordinating, administering, and evaluation programs, projects, processes, procedures, systems, standards, and/or service offerings, ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.
  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary decisions or recommendations.
  • Assists in management the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area to align access and opportunity service efforts across the organization.
  • Assists in establishing appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; and allocates resources accordingly.
  • Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned access and opportunity programs, service delivery methods and procedures; and works with subordinate employees on the continuous improvement of City services. Conducts industry benchmarking; analyzes data and trends; and prepares reports on access and opportunity programs, initiatives, and activities.
  • Acts as a professional resource/advisor to the City Manager, employees and executive management on issues of access and opportunity including any special committees with regard to access and opportunity programs. Supports City training on access and opportunity. 
  • Participates in the development of the department budget; forecasts funds needed for staffing, equipment, materials and supplies; and implements budgetary adjustments, as needed.
  • Represents the Department to other departments, elected officials and outside agencies; and coordinates Department activities with internal departments and external agencies or organizations.
  • Participates on a variety of boards, commissions and committees; and prepares and presents staff reports and other necessary correspondence.
  • Performs other related duties as required.

Physical Demands

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for thee Sedentary Work category and the worker sits most of the day, the job is rated Light Work.
